- The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following: 1) Software feasibility report (Quantity - 1 each). This requirement is sole sourced due to proprietary software of the prototype software implementation for the H-1 Mission Planning software interface between the Mission Planning environment and the Aircraft Operational Flight Program. Any firms believing that they can provide the material may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice, clearly showing it's ability to do so without compromising the quality, accuracy, and reliability of the data or without causing programmatic hardship to the program.
