Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This requirement will be awarded using a combination Fixed Price/Indefinite Quantity type. This announcement, constitute the only solicitation; proposals are being requested and a written solicitation will not be issued. N68711-05-T-0041 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 97.19 and issued in accordance with FAR 13.5. This procurement is set-aside for Small Business; NAICS Code is 541620 and the Small Business size standard in millions of dollars is $6M or less employees. Delivery will be F.O.B. Destination to Geothermal Program Office, ESC25, 429 East Bowen Road, China Lake, CA 93555-6108. Task (1). the scope is for the contractor is to prepare yearly reports dealing with the Coso Hot Springs Monitoring Program. These reports summarize the results of monitoring of selected physical and chemical parameters from the Coso Hot Springs area. The first report shall cover the period of October 2003 through September 2004 (FY04) and the second report shall be the same type as the first covering the period of October 2004 through September 2005 (FY05). This contract will be defined as a one-year contract, with three option years to cover yearly reporting periods subsequent to FY05 at the Governments discretion. Task (2), the background of this requirement is that Coso Monitoring Program was initiated by the US Navy?s Geothermal Program Office (GPO) in 1978 to gather baseline data on the surface and near-surface thermal activity at Devils Kitchen and Coso Hot Springs, which are the main active thermal features associated with the Coso geothermal area located within the Naval Air Weapons Station (NAWS), China Lake, CA. The purpose of the yearly Coso Monitoring reports is to document changes in the physical and chemical parameters related to the Coso Hot Springs Archaeological District, and to gain insight into the geology and hydrology of the near surface geothermal activity in the Coso Hot Springs area. Establishing an unambiguous and quantitative baseline permits comparison of conditions over a period of years. Task (2.1), Applicable Documents are as follows: (a) Lager, S.D. and Johnson, B.R., 2001, Coso Monitoring Program ? October 1999 through September 2000, NAWS-CL TP 014, (b) Geologica, Inc, December 2003, Coso Hot Springs Monitoring Report 2000-2001, prepared for the United States Navy, Contract N68936-03-P-0747, (c) Geologica, Inc, July 2004, Coso Hot Springs Monitoring Report 2001-2002, prepared for the United States Navy, Contract N68936-03-P-0747, (d) Geologica, Inc, December 2004, Coso Hot Springs Monitoring Report 2002-2003, prepared for the United States Navy, Contract N68936-03-P-0747. The contractor shall be responsible for completion of several tasks. Contractor shall prepare yearly reports dealing with the Coso Hot Springs Monitoring Program. The total effort shall consist of the two primary tasks: preparation of the 2003-2004 report (hereinafter referred to as FY04 Report), and preparation of the 2004-2005 report (hereinafter referred to as FY05 Report). Task (3.0), the contractor shall complete all tasks for the base year that includes data evaluation, data analysis, graphics presentation, and report preparation. The contractor shall complete all tasks of the base year to options 1, 2, and 3 except for the additional task of Project Management in the three Options. Data for both reports will be provided by the Government, primarily, in MS Word and Excel formats and/or other standard digital formats or paper copies, as appropriate. All data and materials supplied by the Government shall be returned to the GPO upon completion of the tasks described herein. The contractor shall perform the tasks for the Base Year that will cover FY04 and FY05 Report. Task (3.1), the contractor shall prepare the 2003-2004 Monitoring Report (FY04 Report). Task (3.1.1), Data Evaluation, the Contractor shall review and evaluate the data sets acquired for the 2003-2004 report, and shall, in conjunction with the Contracting Officer's Representative (COR), format the data in a manner that is suitable for inclusion in the new report. This format shall be consistent with the general style of Applicable Documents b, c, and d, above. The report contains six (6) principal data sets: steam flow monitoring from select wells, groundwater measurements from select water wells, physical measurements of fumaroles and mud pots, fluid chemistry of select samples, photographic documentation, and local meteorological data. These data sets shall comprise all data to be evaluated and incorporated into the report; no new data shall be acquired or evaluated under this contract. Task (3.1.2), Data Analysis, the contractor shall organize and analyze data with a focus on describing changes in the measured parameters over the data gathering period. Analyses shall be based solely on the data provided by the Government without speculation on cause and effect relationships. Contractor shall determine how data and analyses can best be presented in order to convey to the reader what changes have occurred. Task (3.1.3), Graphics Presentation, using Applicable Document ?d? as an organizational template, contractor shall arrange and integrate data, photographs, and text to provide a clear, concise representation of the conditions recorded and measured at the Coso Hot Springs during the reporting year. Task (3.1.4), Report preparation, the contractor shall prepare a draft version of the 2003 -2004 Coso Hot Springs Monitoring Report, including text, tables, photographs, and figures. The draft report s hall be reviewed before submittal for editorial accuracy and compliance with good technical, scientific, and graphics standards. Report shall be submitted to GPO for review and comment. All comments will be supplied to the Contractor who shall make the necessary changes to the report before final submittal. Task (3.2), the contractor shall prepare the 2004-2005 Monitoring Report (FY05 Report). Task (3.2.1), Data Evaluation, contractor shall review and evaluate the same types of data as were acquired for the 2003-2004 report, but for the period 2004-2005, and shall, in conjunction with the COR, format the data in a manner that is suitable for inclusion in the new report. This format shall be consistent with the general style of Applicable Documents b, c, and d, above. There are six (6) principal data sets: steam flow monitoring from select wells, groundwater measurements from select water wells, physical measurements of fumaroles and mud pots, fluid chemistry of select samples, photographic documentation, and local meteorological data. Data to be added to this report includes seismicity measurements provided by the GPO. Task (3.2.2), Data Analysis, contractor shall organize and analyze data for the FY05 Report following the same statement as described in the FY04 Report. Task (3.2.3), Graphics Presentation, contractor shall prepare graphics presentation for the FY05 Report following the same statement as described in the FY04. Task (3.2.4), Report Preparation, contractor shall prepare a draft version of the 2004 -2005 Coso Hot Springs Monitoring Report, including text, tables, photographs, and figures for the FY05 Report following the same statement as described in FY04. Task (3.3), OPTION YEARS 1, 2 and 3: Preparation of yearly Monitoring Reports (FY06, FY07, FY08)). Task (3.3.1), Data Evaluation, at the option of the Government, the Contractor shall continue this monitoring effort into three (3) subsequent years. For each Option Year exercised by the Government, the Contractor shall review and evaluate the same types of data as were acquired for previous reporting periods, but for the period of the appropriate fiscal year ? FY06, FY07, or FY08 ? and shall, in conjunction with the COR, format the data in a manner that is suitable for inclusion in the new report. This format shall be consistent with the general style of Applicable Documents b, c, and d, above. There are six (6) principal data sets: steam flow monitoring from select wells, groundwater measurements from select water wells, physical measurements of fumaroles and mud pots, fluid chemistry of select samples, photographic documentation, and local meteorological data. Data to be added to this report includes seismicity measurements provided by the GPO. These data sets shall comprise all data to be evaluated and incorporated into the report; no additional data shall be acquired or evaluated under this contract. The Government will provide these data sets to the Contractor within one month of the end of each Fiscal Year (1 November). Task (3.3.2), Data Analysis, contractor shall organize and analyze data for the FY06, FY07, and FY08 Report following the same statement as described in the FY04 Report. Task (3.3.3) Graphics Presentation, contractor shall prepare graphics presentation for FY06, FY07, and FY08 Report following the same statement as described in the FY04. Task (3.3.4), Report Preparation, contractor shall prepare a draft version of the yearly Hot Springs Monitoring Report including text, tables, photographs, and figures for the FY06, FY07, and FY08 Report preparation following the same statement as described in FY04. Task (3.4), Project Management, contractor shall provide project oversight for completion of all tasks described herein, and shall provide a monthly telephonic progress report to the GPO technical contract monitor. Contractor shall also provide bi-monthly reports discussing tasks completed, problems encountered (if any), and how those problems were resolved. Task (3.5), the contractor shall deliver item according to the delivery dates shown below are relative to the date of contract award. The Government anticipates that the Contractor will deliver all items described below: Task (3.5.1), FY04 Report (October 2003 through September 2004) delivery schedule. Task (3.5.1.a) within seven (7) days of contract award, the Government shall send to the Contractor electronic and/or paper copies of all data sets for the period October 2003 through September 2004 (FY04 Report). Task (3.5.1.b), within six (6) weeks of contract award in accordance with tasks. FY04 Report, Contractor shall provide one (1) paper and one (1) digital copy of the draft final FY04 Report to the GPO (through the COR) for review and comment. Task (3.5.1.c), within eight (8) weeks of contract award the GPO shall provide the Contractor with their consolidated comments on the FY04 Report. Task (3.5.1.d), within ten (10) weeks of contract award the Contractor shall deliver to the GPO technical contract monitor one (1) paper copy and one (1) copy on CD of the final version of the FY04 Report in MS Word format compatible with standard PC platforms. (3.5.2) FY05 Report (October 2004 through September 2005)- Task (3.5.2.a) By 1 November 2005 (or within 14 days of contract award if later than 1 November), the Government shall send to the Contractor electronic and/or paper copies of all data sets for the period October 2003 through September 2004 (FY04 Report). Task (3.5.2.b) Within five (5) weeks of receipt of data sets from the Government, in accordance with tasks 3.2.1 through 3.2.4, Contractor shall provide one (1) paper and one (1) digital copy of the draft final FY05 Report to the GPO (through the COR) for review and comment. Task (3.5.2.c), within seven (7) weeks of receipt of data sets from the Government the GPO shall provide the Contractor with their consolidated comments on the FY05 Report. Task (3.5.2.d), within nine (9) weeks of receipt of data sets from the Government the Contractor shall deliver to the GPO technical contract monitor one (1) paper copy and one (1) copy on CD of the final version of the FY05 Report in MS Word format compatible with standard PC platforms. Task (3.5.3), OPTION YEAR ONE - FY06 Report (October 2005 through September 2006). Task (3.5.3.a), by 1 November 2006 the Government shall send to the Contractor electronic and/or paper copies of all data sets for the period October 2005 through September 2006 (FY06 Report). Task (3.5.3.b), within five (5) weeks of receipt of data sets from the Government, in accordance with tasks 3.3.1 through 3.3.4, Contractor shall provide one (1) paper and one (1) digital copy of the draft final FY06 Report to the GPO (through the COR) for review and comment. Task (3.5.3.c), within seven (7) weeks of receipt of data sets from the Government the GPO shall provide the Contractor with their consolidated comments on the FY06 Report. Task (3.5.3.d), within nine (9) weeks of receipt of data sets from the Government the Contractor shall deliver to the GPO technical contract monitor one (1) paper copy and one (1) copy on CD of the final version of the FY06 Report in MS Word format compatible with standard PC platforms. Task (3.5.4), OPTION YEAR TWO - FY07 Report (October 2006 through September 2007). Task (3.5.4.a), by 1 November 2007 the Government shall send to the Contractor electronic and/or paper copies of all data sets for the period October 2006 through September 2007 (FY04 Report). Task (3.5.4.b), within five (5) weeks of receipt of data sets from the Government, in accordance with tasks 3.3.1 through 3.3.4, Contractor shall provide one (1) paper and one (1) digital copy of the draft final FY07 Report to the GPO (through the COR) for review and comment. Task (3.5.4.c), within seven (7) weeks of receipt of data sets from the Government the GPO shall provide the Contractor with their consolidated comments on the FY07 Report. Task (3.5.4.d), within nine (9) weeks of receipt of data sets from the Government the Contractor shall deliver to the GPO technical contract monitor one (1) paper copy and one (1) copy on CD of the final version of the FY07 Report in MS Word format compatible with standard PC platforms. Task (3.5.5), OPTION YEAR THREE - FY08 Report (October 2007 through September 2008). Task (3.5.5.a), by 1 November 2008 the Government shall send to the Contractor electronic and/or paper copies of all data sets for the period October 2007 through September 2008 (FY08 Report). Task (3.5.5.b), within five (5) weeks of receipt of data sets from the Government, in accordance with tasks 3.3.1 through 3.3.4, Contractor shall provide one (1) paper and one (1) digital copy of the draft final FY08 Report to the GPO (through the COR) for review and comment. Task (3.5.5.c), within seven (7) weeks of receipt of data sets from the Government the GPO shall provide the Contractor with their consolidated comments on the FY08 Report. Task (3.5.5.d), within nine (9) weeks of receipt of data sets from the Government the Contractor shall deliver to the GPO technical contract monitor one (1) paper copy and one (1) copy on CD of the final version of the FY08 Report in MS Word format compatible with standard PC platforms. FAR Provisions 52.252-2, 52.212-1 and 52.212-2, Evaluation-Commercial Items applies. Evaluation Criteria: (a) The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered: (i) Technical Experience; (ii) Price. Each factor will be evaluated as follows: (i) Technical Experience, (1) Companies or individuals proposing on this work should demonstrate at least 10 years of experience in writing environmental reports involving energy and natural resource systems. Specific experience with geothermal systems will be considered a plus, as will any experience with the COSO geothermal system. (2) Companies or individuals proposing on this work must demonstrate that personnel proposed for this project have experience in geology, geochemistry, and physical science in general. (ii) Price will be a factor in the overall determination of a winning bid. (2) Options. The Govt will evaluate offers for award purpose s by adding the total price for options to the total price of the basic requirement. The govt may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Offerors are to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items, applies as well as FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.
