- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. 17. The Naval Sea Systems Command intends to award a contract to Symmetron, Inc., 4000 Legato Road, Suite 600, Fairfax, Virginia 22033 for the Fast Track Program implementation of Kill Chain, a PC-based, interactive Naval warfare simulation tool that uses Artificial Intelligence (AI)-based decision processes to simulate warfare at sea. The Naval Sea Systems Command has a requirement for a multi-warfare simulation tool with Surface, Anti-Air, Anti-Submarine, Strike and Expeditionary Warfare capabilities. The tool must support technology assessment, tactics development and evaluation, tactics training and requirements analysis. It must reflect actual sensor and weapons performance characteristics. Outcome probabilities must reflect authoritative physics/engineering models or actual experience based on (classified) naval exercise empirical data as appropriate. Platform, sensor and weapons representations and Artificial Intelligence (AI) behaviors must realistically reflect authoritative sources of naval systems, tactics and concepts of operations (CONOPS). The tool must support multi-player modes over both the INTERNET and SIPRNet at the Battle Group, Warfare Area Commander, and Commanding Officer / Tactical Action Officer level of perspective. Man versus man, man versus AI and AI versus AI modes as wel! l as batch processing must be supported. It must capture, parse (customizable) and output (in both HTML and database formats) detailed parameters and measures of effectiveness required to support analytic tasks and assessment of training. Documentation must include a detailed object model using appropriate Universal Modeling Language (UML) diagrams and complete descriptions and sources of all AI elements. The Surface Warfare and Anti-Submarine Warfare capabilities must be completed within nine months of contract award. Full tool capabilities must be delivered within twenty-four months, including training operator interfaces. Contract award is anticipated in late second quarter FY 2005 with an intended duration of twenty-four months.
