14 -- REQUEST FOR INFORMATION (RFI) FROM INDUSTRY, ACADEMIA AND LABORATORIES IN REFERENCE TO "BRILLIANT" MUNITIONS

Description
The Program Executive Office for Integrated Warfare Systems (PEO IWS) seeks information from industry, academia and laboratories (all referred to herein as the ?Vendor?) capable of providing advanced air and missile defense (AMD) concepts in support of the United States Navy (USN). New AMD threats are projected to proliferate in the 2030-2040 timeframe. A particular AMD threat of interest is long-range shore-based anti-ship munitions in the form of ?brilliant? munitions. A ?brilliant? munition operates autonomously to search, detect, classify identify, select, and engage targets. ?Brilliant? munitions have an additional capability to identify and engage specific classes of targets. The means of delivery may be howitzer, artillery rocket or unmanned aerial vehicle (UAV). A ?brilliant? munitions maximum range of 300 kilometers is anticipated. In addition, approximately 16 ?brilliant? munitions may arrive near simultaneously. It is desired to negate the ?brilliant! ? munitions at least 2 kilometers from the ship through a ?hard-kill? concept. To this end, vendors are encouraged to submit any or all of the following information: (1) A whitepaper describing ?brilliant? munitions concepts that are judged likely to be mature enough to be developed and deployed in quantity by the 2030-2040 timeframe; (2) A whitepaper describing ?brilliant? munitions hard-kill concepts that are judged likely to be mature enough to be developed and deployed in quantity by the 2030-2040 timeframe; (3) A whitepaper describing a notional engagement systems development program including: the time required for concept refinement, technology development, system development and demonstration, and production and deployment in sufficient quantity to constitute a meaningful combat capability; or (4) A whitepaper describing affordability including rough order of magnitude (ROM) development and procurement costs. The PEO IWS will accept either unclassified or classifie! d responses (up to the SECRET level) to this RFI. Vendors responding to the RFI shall submit one (1) hard copy and five (5) CD-ROMs. Responses shall be submitted in Microsoft WORD format only. There is a total page limitation of 50 pages (including charts and graphs). Any response to the RFI that is classified (hard copy and CD-ROMs) shall be marked and transmitted in accordance with the DoD 5220.22M NISPOM. THIS IS A REQUEST! FOR INFORMATION ONLY AND NOT A NOTICE OF SOLICITATION ISSUANCE. The information sought herein is for planning purposes only. There shall be no basis for claims against the Government as a result of any information submitted in response to this Request for Information (RFI). The Government does not intend to award a contract on the basis of this RFI or otherwise to pay for any information submitted by respondents to this RFI. If the vendor provides information to the Government that it does not want disclosed to the public, it shall mark the title page with the following legend: ?This document includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed ? in whole or in part ? for any purpose other than to provide information to the Government. This restriction does not limit the Government?s right to use information contained in this data if it is obtained from another source without restriction. The data subject to th! is restriction are contained in sheets [insert numbers or other identification of sheets].? Vendors shall mark each sheet of data it wishes to restrict with the following legend: ?Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this document.? This RFI is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable.
