Sources Sought Notice The Fleet and Industrial Supply Center, Norfolk is seeking service disabled veteran owned small business sources to provide contactor technical support in the design and accreditation of a coalition communication system for Commander Second Fleet (C2F) and to coordinate the DoD Information Technology Security Certification and Accreditation Process (DITSCAP) for this network and for modifications to C2F?s communications network for scheduled exercises and experiments. Resulting contractor support will assist in the development of transformational concepts and doctrine for maritime expeditionary operations in support of Allied Command Transformation (SACT). Period of performance: date of award date through 31 Dec 05. Interested sources shall have expertise and experience with Command and Control Local Area Network Design, Coalition network interoperability, multi-level cross-domain solutions, and recent experience with the Defense Information System Network (DISN) Security Accreditation Working Group (DSAWG) and thorough expertise on the DoD Information Technology Security Certification and Accreditation Process (DITSCAP). By 1400 on 22 Mar 05, interested sources must provide the following: a. A brief narrative description in paragraph form of the company's past performance that is directly related to the tasks identified in this notice; b. Past Performance point of contact information on two of the firm?s most recently completed Department of Navy contracts for coalition interoperability and cross-domain solutions with DITSCAP approval. Submitted information shall include: name and phone number of Government point of contact; contract number; period of performance of contract; and dollar value of work performed under the contract. c. Willingness to perform as a prime contractor. Interested vendors must possess a DoD Top Secret Clearance to include a NATO Top Secret Clearance. The NACIS Code is 541512 Computer Systems Design Services and the SIC Code is 7379 Computer Systems Integration Design Consulting Services Performance Work Statement 1.0 General 1.1 The objective of this effort is to provide Network Engineering Support to design a Bilateral Local Area Communications Network (LAN) to enable Commander SECONDFLT (C2F) to fulfill the assigned role as a Combined / Joint Task Force Commander (CJTF-950) with a UK Combined Forces Maritime Component Commander (CFMCC) during JTFEX 05-2. JTFEX 05-2 is a Certification event for Carrier Strike Group Two (CSG-2). Certification is a requirement prior to Strike Group deployment to the CENTCOM AOR. This effort shall also include coordination of the DoD Information Technology Security Certification and Accreditation Process (DITSCAP) for the US-UK Bilateral LAN. DITSCAP coordination is also required for: JTFEX 05-2 Multi-Level Chat, Joint Battle Group Inport Exercise (JBGIE) cross-domain solution, Trident Warrior C2F network, and the Communications network required for the new SECONDFLT NATO Center of Excellence (COE). 1.2 Organization to be supported: U.S. SECONDFLT BLDG W-5 Decatur Avenue Norfolk, VA 23511 1.3 Scope. This effort shall include all technical assistance and Network Engineering support to design and optimize a U.S.-U.K. Bilateral Communications Network. Specifically, this effort shall require the contractor to use a Navy-proven process methodology already in place under the current Chief of Naval Operations (CNO) program to comply with a Presidential mandate to develop a U.S.- U.K. information sharing network. The contractor shall submit the Initial Bilateral Network design review to C2F three weeks after contract award. In addition this effort shall provide technical and procedural support to acquire DISA Accreditation to connect and operate the network. 1.4 Clearances. In accordance with the attached DD254 a TOP SECRET Clearance to include a NATO TOP SECRET is required for on-site visits. 1.5 Project Objectives and Background 1.5.1 Objective. The contractor shall perform all support required to design and optimize a bilateral LAN in C2F ashore Headquarters , building W-5 Naval Base, Norfolk, VA while reducing network security vulnerability. The contractor shall coordinate the Network security accreditation process for JTFEX 05-2, JBGIE, Trident Warrior, and the C2F NATO COE. 1.5.2 Background. This effort is required to comply with a Presidential mandate to develop a U.S.- U.K. information sharing network and to enable Command and Control communications between CJTF-950 (CDR COMSECONDFLT) and a UK CFMCC for JTFEX 05-2. 1.5.3 C2F meets operational (CJTF for Homeland Security, NATO COE), training, and experimental/transformational responsibilities via scheduled exercises and experiments. Each of these evolutions has different Joint and Coalition participants and therefore requires recurring Command, Control, and Communication (C3) Network Security Accreditation (DITSCAP process.) 1.5.4 History of Requirement: It is a C2F core responsibility to conduct Joint Task Force Exercises to Certify Carrier Strike Groups for overseas deployment. 1.5.5 On Feb 14, 2005 the Chairman of the Joint Chiefs of Staff (CJCS) signed a letter instituting a NATO COE at SECONDFLT. The purpose of the COE is to develop transformational concepts and doctrine for maritime expeditionary operations in support of Allied Command Transformation (SACT), which is in charge of NATO's transformational efforts. Expert Contract support is required to assist in the incorporation of coalition communication systems with C2F networks and to assist in the DoD Information Technology Security Certification and Accreditation Process (DITSCAP). 2.0 Specific Requirements 2.1 Tasks 2.1.1 The contractor shall assist in the design and performance assessment of the C2F bilateral network and reconfigure network as required to maximize network speed, efficiency, and reliability: a..Assess and maximize Quality of Service capability (assign user priorities). b. Assess and mitigate network security vulnerabilities. c. Coordinate the DITSCAP Network Accreditation process for: i. JTFEX 05-2 ii. JBGIE iii. Trident Warrior iv. C2F NATO COE 2.1.2 Guide C2F Communications Directorate through the DoD Information Technology Security Certification and Accreditation Process (DITSCAP) for the C2F Distributed Network. This encompasses conducting a comprehensive evaluation of both the technical and non-technical security features and vulnerabilities of the C2F COE connection to C2F Network and for future C2F scheduled exercises and experiments, to include the following known requirements: a. JTFEX 05-2 (15-21 July 2005) i. United Kingdom (UK) assigned as CFMCC ii. Spanish Navy participation iii. Cross Domain Solutions: Multi-Level Chat b. Joint Battle Group Inport Exercise (JBGIE) (8-12 August 2005). Canadian, UK / NATO c. Trident Warrior (Dec 2005) i. Cross-Domain solutions ii. Australia, Canada, New Zealand, UK d. C2F NATO COE 2.1.3 Train C2F personnel on the DITSCAP process for future JTFEX exercises and C2F experiments. Training will include: a. SSAA - System Security Authorization Agreement. b. IATC - Interim Authority to Connect c. IATO - Interim Approval to Operate d. MOAs 2.2 Deliverables 2.2.1 For the Bilateral LAN and each of the exercises/experiments listed in paragraph 2.1, the contractor shall submit the following in accordance with C2F POA&M: a. Submit network design review 120 days prior to scheduled event. Note: Bilateral network is required for JTFEX 05-2. b. Submit draft SSAA and associated documents for Network Security Accreditation process (DITSCAP) to include all Cross-Domain solutions 120 days prior to scheduled event. c. Report initial network performance assessment 60 days prior to scheduled event. Reliability, Quality, Speed. d. Submit recommended network configuration modifications to optimize network reliability, speed, and reduce (security) vulnerability with supporting rationale 45 days prior to scheduled event. e. Submit report assessing performance of the network(s) during scheduled event two weeks after exercise/experiment completion. 3.0 Government and Contractor Furnished Items and Services 3.1 Government Furnished Items (GFI) and Services: C2F will provide workspace, telephone service, SIPR, NIPR computer access, briefing facilities, and VTC conference room. 3.2 This requirement shall be conducted on a CLASSIFIED (Top Secret up to NATO Top Secret) basis. Contractor shall advise Navy of the required format for any process activity data that may require that the Navy sanitize classified data. 3.3 Navy will approve all ?Contractor?s Orders? to facilitate contractor personnel access to all U. S. Government facilities that contractor will visit. Navy will provide a POC at each site visited for visit coordination, data collection assistance, base and building access passes and escort, as required. 3.4 Navy will provide access to telephone lines, a printer and briefing and office space for the conduct of VTCs. 3.5 All reports, briefing materials, work product, plans and other material will be prepared in contractor?s standard, commercial style format. 4.0 Travel The contractor shall conduct all travel and be reimbursed in accordance with FAR 31.205-46, Joint Federal Travel Regulations, and Joint Travel Regulations.
