- The purpose of this amendment is to provide answers to questions, provide clarification on some points, and to amend the evaluation so that multiple awards may be made. The following questions were received regarding the solicitation. Answers are provided following each question: 1. We understand that there will be both a court reporter present and audiotaping of the proceedings. Is a transcript required to be produced of every proceeding, or only those that are appealed? A transcript is produced for all proceedings that require a court reporter present. Some transcripts are verbatim and some are summarized, but they are always required when the accused is found guilty. If the case results in an acquittal, no transcript is required. 2. If a transcript is produced, is it produced by the court reporter or by some other means with the audiotapes Typically, we use in house court reporters and send the audiotapes out for transcription. 3. If a transcript is produced, what is the turnaround time for delivery to you? Are there occasions when transcripts will need to be expedited The turn around time should typically be 2 weeks, but we will give the contractor 4 weeks for larger records. On a rare occasion we might ask for an expedited transcript. Reference statement of work. 4. Can I make a proposal for transcription work only since I am located outside of California Yes. We can and do send transcripts out of the state to be transcribed, but there might be a few occasions where we will need a contractor to act as court reporter in the courtroom in San Diego. The following are additional clarifications: 1. All travel costs are to be paid by the contractor. 2. Pricing for transcription: Offerors can submit one price for transcription services with a normal turn around time and another price for transcription services with a fast turn around time. Section B is amended to reflect this pricing. Reference statement of work for turn around times. FAR 52.212-2 Evaluation is amended to change the last sentence in the paragraph and add the following: Award will be made to those responsible offerors who meet the above minimum requirements, demonstrate acceptable past performance and offer the lowest price. Multiple awards: The Government plans to award a contract resulting from this solicitation to the responsible offerors whose offers conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made by Contract Line Items Numbers (CLINS). Award will be made to that offeror providing the best value on CLINS 1 and 2 (for transcription services). Award will be made to that offeror providing the best value on CLIN 3 (court reporting services). The Government reserves the right to make a single award for CLINS 1, 2, and 3 if the awardee offers the best value for each of the services.
