NAICS Code: 541710 THIS IS A PRE-SOLICITATION SYNOPSIS FOR STUDENT LABORATORY SERVICES TO BE AWARDED ON A CONTRACT BASIS BY THE US ENVIRONMENTAL PROTECTION AGENCY. THE PURPOSE OF THIS AMENDMENT IS TO CLARIFY THAT TWO STUDENT CONTRACTORS WILL BE SELECTED OFF OF THIS SOLICITATION. The solicitation number is XN0596 (RFQ-RT-05-00175). The Mid-Continent Ecology Division (MED) of the National Health and Environmental Research Laboratory (NHEERL), Office of Research and Development (ORD) at the U.S. Environmental Protection Agency (EPA) is seeking a college student to provide services under a contractual agreement to assist with evaluating thyroid toxicity in amphibians. NHEERL is responsible for conducting and supporting high quality research targeted to understanding and resolving the nation's most serious environmental threats. ORD develops methods and techniques to reduce exposure to pollution and prevent its creation. ORD prepares health and ecological risk assessments and makes recommendations for sound risk management strategies in order to ensure the highest-risk pollution problems receive optimum remediation. The student contractor will assist in developing testing methods for chemical disruption of the thyroid axis in amphibians. The student contractor must either have recently completed a B.S. program majoring in biology, chemistry, environmental science, or a related field at an accredited college/university, or project to complete such a degree at the end of the Spring '05 semester. The student must be familiar with basic laboratory health and safety. Award on this order is expected to occur in early to mid June, 2005. This work is to begin approximately late June, 2005, and will be for one year, with an option to continue an additional year It is anticipated that the student contractor will/may work up to 40 hours per week. The majority of the work will be Monday through Friday between the hours of 6:30 a.m. to 4:00 p.m. The duty location is Mid-Continent Ecology Division, 6201 Congdon Blvd, Duluth, MN 55804. Work will be primarily performed in a laboratory but some field work may be required. The hourly rate is commensurate with the level of education and experience as follows: $14.20 per hour. Student contractors will be paid the basic hourly rate only for the number of hours worked and do not receive overtime premium for any hours worked beyond the 40-hour week. Student contractors do not accrue leave or holiday benefits and are not paid for any non-work days, regardless of the reason. Federal, State, Local, and Social Security taxes will not be withheld; student contractors are responsible for reporting income to authorities and paying all taxes.
