- The United States Environmental Protection Agency in Region 1 will issue a solicitation to provide warehouse operations, equipment management & transportation services associated with Government owned equipment used in emergency responses and counter terrorism hazardous materials cleanups on a 24/7 basis within the Region which covers Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut. The contractor will operate Government provided warehouse facility (location to be determined) and maintain Government owned equipment in the warehouse and at EPA's office at One Congress Street in Boston. The contractor shall (1) provide a variety of warehouse operation support services including receiving, shipping/delivery, inventory control, disposal, property management, decontamination, and cleaning; (2) provide maintenance and/or calibration of equipment in conformance with manufacturer's recommendations, identify and track items' shelf life providing for replacement as required; (3) Be responsible for delivery of necessary equipment and supplies on an as needed basis; (4) provide 24/7 on-call access to the warehouse for authorized EPA and EPA authorized third parties within 1 hour of notification; (5) be responsible for packaging and, on an as needed basis, delivery of equipment to a site within the time frame specified by the OSC/PO/CO. It is the Government's intent to award a fixed price and fixed rate Commercial Items Contract with a one year base period and four one-year option periods. The request for proposal (RFP) PR-R1-05-10000 (formerly PR-HQ-04-12003) is scheduled to be released on or about 04/18/05. The purpose of the FedBizOpps announcement is to notify potential offerors of EPA's requirement and to direct parties to the EPA's "Business Opportunities with EPA" Internet World Wide Website at http://www.epa.gov/oam/index.htm. The request for proposal (RFP), amendments and other items for this procurement will be posted on the EPA website and can be downloaded through the date of contract award, estimated on or about June 17, 2005. EPA's "Business Opportunities with EPA" web site is at the following URL: http://www.epa.gov/oam/index.htm. At this website, select "Solicitations and Amendments" link. Then select "EPA Regional Procurement Offices". Under the Solicitation and Amendments heading select "Regional I Warehouse Operations". Award will be made on a best value basis with technical more important than price. A draft RFP may be posted for comment prior to issuance of the RFP.
