Description
Interested Parties are invited to comment on the Alliant draft solicitation, which will be posted approximately March 31, 2005 on the FedBizOpps website and www.gsa.gov/alliant. The General Services Administration (GSA) plans to establish a Government Wide Acquisition Contract (GWAC) named Alliant. Alliant will provide for a full range of Information Technology service solutions for GSA, the Department of Defense, and other federal agencies. The draft solicitation contains information on the service areas and the anticipated labor categories and will be available at www.gsa.gov/alliant. No parts of this Request for Comment or the sections herein are binding on the Government. This RFC is for planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on the basis of this RFC or otherwise pay for the information solicited. Responders are not required to participate in the RFC process as a condition or pre-qualification relative to any future response to an RFP. Submission of a response to this RFC is entirely voluntary and any and all costs of participation in this process will be the complete responsibility of the respondent. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. The Alliant solicitation will be released as an unrestricted, full and open competition. As is required for all solicitations, the single North American Industry Classification Systems (NAICS) code most closely tied to its principal purpose (in this case IT services and solutions primarily consisting of IT services) has been identified. The selected principal NAICS, 541512, has a $21 million size standard. The contemplated contract will have a five-year base period with one five-year option period. Competition for orders is expected under Alliant. Fair opportunity competition pursuant to the Federal Acquisition Regulations (FAR) at Subpart 16.505 (FAR 16.505) is required for orders. Alliant contracts will be awarded to those vendors who are determined to provide the best value to the government, taking technical capability, past performance and pricing into consideration. Alliant contracts will accommodate the issuance of task orders for the following contract types (fixed price, time & material, cost-reimbursement, labor hours). Alliant contracts will allow for various incentive contracting features, including award fee. Future information regarding Alliant will be released to the public through the FedBizOpps website and the Alliant website at www.gsa.gov/alliant. Response to this notice shall be e-mailed to the attention of the Alliant PCO at Alliant@gsa.gov. TELEPHONE RESPONSES WILL NOT BE ACCEPTED. Comments must be received no later than May 13, 2005, 4:00 PM, PST. Pre-Solicitation Conference: The Government is planning two joint pre-solicitation conferences for Alliant and Alliant SB GWAC on April 18, 2005 in Washington D.C., and April 26, 2005 in San Diego, CA. Details regarding the conference will be made available at the Alliant website - www.gsa.gov/alliant as they become available. Registrations for the event is required, please refer to that site frequently. Interested parties may advance questions to GSA at alliant@gsa.gov that they would like GSA to consider answering at the pre-solicitation conference. The purpose of the conference is to introduce the Enterprise and SBGWAC Centers, to outline the principle features of Alliant and Alliant SB, to describe the scope of the Alliant suite of contracts and to provide an opportunity to ask specific questions and receive pertinent response and acquisition context from the Government.
