- NASA/GSFC has a requirement for one (1) triple aperture tunable Fabry-perot etalon filter, consisting of the following specifications: Parameter Value Wavelength 355 nm Etalon gap 1.00 cm Region A step from reference surface 78 +/- 1 nm Region B step from reference surface 0 Region C step from reference surface 27 +/- 1 nm Sub-aperture diameter 22.0 mm min. Etalon FSR (c/2d) 15 GHz Reflectivity Finesse 9. Reflectivity 0.71 Etalon FWHH 1.654 GHz Tuning range +/-30 GHz Plate flatness ?/100 at 355 nm NASA/GSFC intends to purchase the items from Michigan Aerospace Corporation, Ann Arbor, Michigan. Michigan Aerospace Corporation is the only US-based supplier of tunable Fabry-Perot etalon technology - there is no other commerical vendor in the U.S. that supplies tunable Fabry-Perot etalons. This item will be used in an existing instrument that uses a Fabry-Perot etalon previously made by Michigan Aerospace Corporation. An absolute requirement for our program is compatibility with the existing hardware. This item will be used to replace the existing Fabry-Perot etalon, Michgan Aerospace Corporation is therefore the only vendor that can supply a fully compatible replacement unit. The Authority is 10 U.S.C.2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 28, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
