Description
The Naval Air Systems Command (NAVAIR) Aircraft Division, Patuxent River (also referred to as the Naval Air Warfare Center Aircraft Division (NAWCAD)) plans to set aside for small business the acquisiton of performing information technology (IT) services in support of NAVAIR’s Information Management Department (AIR 7.2). NAVAIR AD is seeking eligible Section 8(a) firms, HUBZone small businesses, and service disabled veteran owned small businesses capable of performing this effort. Based on a review of industry responses to this sources sought synopsis, the Government will decide whether it is appropriate to issue the solicitation as a set aside for exclusive competitive participation by Section 8(a) firms, HUBZone small businesses, and service disabled veteran owned small businesses. Award of a performance based task order contract for these services is anticipated by no later than 30 September 2005. The period of performance of the resultant contract will consist of a one year base period and four one year option periods. Historically, the total level of effort for the combined services, expressed on an annual basis, has been 206,857 man hours. The appropriate North American Industry Classification System (NAICS) code is 541511 with size standard $21M in sales revenue. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of a request for proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Required tasking for this effort, and historic man hour expenditures expressed on an annual basis, are as follows: (1) INTEGRATED SOLUTIONS IMPLEMENTATION FUNCTIONS (31,284 MAN HOURS) Provide customer relations. Define technology plans and roadmaps. Execute command policy. Develop plans, policies, and communications. Examine business management issues. The product area applies knowledge of current IT, information management (IM) methodologies and processes, plus analytical methods and techniques, to a) gather, analyze, and evaluate customer requirements, b) evaluate the customer IT/IM and related business environment, and c) conceptualize innovative ‘blue sky’ forward looking solutions which introduce new technologies and methodologies/processes into the customer environment and process workflow. (2) VIDEO TECHNOLOGIES SUPPORT (14,080 MAN HOURS) Develop, operate, and maintain business systems and applications. Perform information technology services. Develop, operate, and maintain secure IT and common infrastructure. Video technologies support includes operation and staffing of video teleconferencing centers and low bit rate video facilities, including scheduling functions. The contractor must also support installations, upgrades, testing, and other related functions. (3) HELP DESK SUPPORT (70,240 MAN HOURS) Perform information technology services. Develop, operate, and maintain secure IT and common infrastructure Help Desk staff must receive and log in network trouble calls from users. The Help Desk is structured in tiers with all calls initially handled at tier 1and more complex problems/issues routed to higher levels for problem resolution. (4) NAVY MARINE CORPS INTRANET (NMCI) CUSTOMER TECHNICAL REPRESENTATIVE (CTR) FUNCTIONS AND PROGRAM MANAGEMENT (9,365 MAN HOURS) Perform information technology services. Develop, operate, and maintain secure IT and common infrastructure. The (NMCI) provides standard desktop and network services for the entire community with the exception of RDT&E and approved legacy networks. NMCI CTR functions may require support in the areas of CTR team financial management support, seat metrics support, site requirements plan support, technology refreshment support, customer liaison support, legacy license support, and information dissemination. (5) DEFENSE MESSAGING SUPPORT (14,640 MAN HOURS) Support for the defense messaging process entails the following functions; monitoring of automatic routing using a local area network and the Defense Message Dissemination System DMDS; maintaining profiles used to distribute messages; maintaining user accounts; performing database maintenance; performing system backup and recovery; performing quality assurance for message delivery; software and file installations (incoming and outgoing message processes); DMDS related software evaluation functions; and customer support including formatting outgoing messages and user training. (6) EMBEDDED SUPPORT (67,248 MAN HOURS) Execute command policy, develop plans, policies, and communications. Examine business management issues. Develop, operate, and maintain business systems and applications. Conduct system level engineering and requirements snalysis. Develop, operate, and maintain secure IT and common infrastructure. Perform analytical activities. Conduct system integration and verification/validation, system configuration and data management. Some tasks to be performed will require that personnel possess a secret security clearance. The principal place of performance is NAWCAD, Patuxent River, Maryland; however, travel to other NAVAIR sites will be required in support of this effort. It is requested that interested firms submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, single sided, 12 point font minimum) demonstrating ability to perform the services listed above. This documentation shall address, as a minimum, the following: (1) Company profile to include current number of employees, annual revenue history, retention rates for each calendar year or by contract (if by contract include contract period of performance), office location(s), DUNS number, and a statement regarding current small business status (indicate whether Section 8(a), HUBZone or small disabled veteran owned); (2) For each of the technical areas cited herein, identify recent corporate experience performing efforts of similar size and scope. Include contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. For those contracts identified on which you were the prime, identify the largest number of full time employees (include those of subcontractors, team members, partners) and the largest number of subcontractors, team members and partners managed/monitored during contract performance; (3) Experience in staffing and managing a “help desk” function. (4) Experience in performing Defense Message Processing (incoming and outgoing). (5) Approach to staffing with qualified personnel, including possible subcontract/teaming arrangements, and strategy for recruiting and retaining qualified personnel.
