- Reference Number 05-855-2537 is corrected to Reference Number 05-812-6598. The evaluation factors are addended as follows: Award will be made to the responsible offeror whose quotation conforming to this synopsis/solicitation offers the best value to the Government, technical, past performance, and price factors considered. The Government will evaluate quotations based on Technical Capability, Past Performance, and Price. Technical Capability and Past Performance, when combined, are more important than Price. Evaluation of Technical Capability shall be based on the information provided that clearly documents that the offered product meets or exceeds the performance specifications stated herein. Past Performance will be evaluated to determine the overall quality of the product and service provided by the Contractor. Evaluation of Past Performance shall be based on information obtained from the references provided IAW FAR 52.212-1(b)(10) and/or information provided by NIST or its affiliates. Past Performance and Price shall be evaluated only for quotations determined to be technically acceptable in accordance with the Technical Capability Factor. The Government will not select an offeror for award on the basis of a relatively superior technical rating without concern for past performance and price. Offerors shall submit the following past performance information: Three (3) past performance references to whom the same or similar products or services have been sold. The list of references shall include, at a minimum: the name of the reference contact person and the company or organization, the telephone number and email address of the reference contact person, the contract number, amount of the contract and address and telephone number of the Contracting Officer, if applicable, and the date of delivery.
