- The Delegation of Poland to NATO plans to release a Notification of Intent (NOI) to invite interested firms to bid on the Polish Ministry of National Defense plans to provide projects that will upgrade a number of airbase facilities. These projects will be funded by the NATO Security Investment Program with a combined estimated cost of over $50 million USD. The procedure will follow single stage competitive bidding for all the projects. The specific projects include the following: 1. Bid No: ICB/02/2005-AF, Provide on-base JSFI at Lask airfield (16,676,000 PLN / $5.5 million USD); 2. Bid No: ICB/03/2005-AF, Provide and upgrade Powidz airfield POL depots (15,850,000 PLN / $5.2 million USD); 3. Bid No: ICB/04/2005-AF, Upgrade and extend Swidwin airfield POL depots (18,140,000 PLN / $5.9 million USD); 4. Bid No: ICB/05/2005-AF, Upgrade and extend Gardeja POL depots (15,758,000 PLN / $5.1 million USD); 5. Bid No: ICB/06/2005-AF, Upgrade and extend Porazyn POL depots (43,748,000 PLN / $14 million USD); 6. Bid No: ICB/07/2005-AF, Upgrade and extend Puszcza Marianska POL depots (39,081,000 PLN / $12.9 million USD); 7. Bid No: ICB/08/2005-AF, Provide ammunition facilities and restore squadron operations facility at Swidwin airfield (4,160,000 PLN / $1.4 million USD) Security classification: These procurements will be classified up to the NATO RESTRICTED level. ELIGIBILITY It is required that the Polish Ministry of National Defense be provided with a list no later than 15 April 2005 of qualified and certified firms which may be interested in receiving an IFB for this project. It is requested that all firms interested in participating in this procurement be introduced by their Diplomatic Representative in Warsaw (Embassy), prior to the deadline, with the required Declaration of Eligibility. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CANNOT BE CONSIDERED. Only eligible companies with similar project experiences may participate in the bid. Similar projects successful completion certificates issued by the relevant authorities have to be enclosed. A lack of relevant projects successful completion certificates could lead to elimination of the applying company. The host nation reserves the right to check bidder financial credibility, technical capabilities and references. Any bidder that fails to submit the aforesaid documentation may be eliminated from the bidding procedure. IMPORTANT DATES AND DEADLINES 1. The estimated date of submitting offers in the Polish language: Bid No: ICB/02/2005-AF (1 September 2005); Bid No: ICB/03/2005-AF (15 January 2006); Bid No: ICB/04/2005-AF (10 January 2006); Bid No: ICB/05/2005-AF (15 July 2005); Bid No: ICB/06/2005-AF (1 September 2005); Bid No: ICB/07/2005-AF (30 January 2006); Bid No: ICB/08/2005-AF (1 September 2005); 4. The expected date of the bidder selection: Bid No: ICB/02/2005-AF (2 November 2005); Bid No: ICB/03/2005-AF (1 April 2006); Bid No: ICB/04/2005-AF (1 April 2006); Bid No: ICB/05/2005-AF (1 September 2005); Bid No: ICB/06/2005-AF (1 September 2005); Bid No: ICB/07/2005-AF (1 April 2006); Bid No: ICB/08/2005-AF (20 October 2005); All companies that qualify shall receive Cahier Des Charges upon transferring a Cahier Des Charges Security in the amount of PLN 20,000 to the procuring entity bank account number relevantly to instructions that shall be provided in a written form to all pre-qualified companies. All firms that receive the Cahier Des Charges have to return the complete set of documentation within 10 days after the bid opening date to the Polish issuing authority, regardless the results of the bidding. Otherwise it shall become a subject of no financial reimbursement of the Cahier Des Charges Security. While reimbursing the Cahier Des Charges Security, the Procuring Entity shall deduct all costs related with providing one single copy of the entire set of the Cahier Des Charges. The bidding procedure, excluding the Declaration of Eligibility, shall be conducted in the Polish language, and the Polish language shall be the contract language. It is specifically stressed that the bid may be cancelled, with no reimbursement to the bidders for expenses occurred or above-mentioned dates may be subject to change. YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE THE DECLARATION OF ELIGIBILITY FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING ENTITY FOR NATO PROJECTS. The contracting entity is the Polish Ministry of National Defense. However, only firms that the U.S. Department of Commerce has deemed eligible and has nominated to the bidder list by the 15 April 2005 deadline will be allowed to bid.
