- Description
- The National Institute of Standard and Technology (NIST), Acquisition Management Division, intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b), Only One Source Reasonable Available, with Lake Shore Cryotronics, Inc, 575 McCorkle Blvd, Westerville, OH 43082-2888. NIST owns 35 temperature controllers manufactured and patented by Lake Shore Cryotronics, Inc. The current requirement is for the purchase of additional Lake Shore temperature controllers and cards to be used as spare parts. The instrument must be 100 percent compatible with existing controllers for purposes of uniformity, reduction of support costs, and service time. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. NIST intends to negotiate a firm-fixed-price purchase order with Lake Shore Cryotronics, Inc., the only known source that can satisfy this requirement. The list of contract line item numbers (CLIN), their descriptions, the related quantity of each, and the unit of measure for the acquisition are as follows: CLIN 0001, Temperature Controller/Part No. 340; Quantity: 6; Unit of Measure, Each; CLIN 0002, Dual standard input card/Part No. 3462; Quantity: 2; Unit of Measure, Each; CLIN 0003, Dual thermocouple input card/Part No. 3464; Quantity: 2; Unit of Measure, Each; This notice of intent is not a request for quotation; no solicitation is available, however, any interested party believes it can meet the requirements may submit written notification to the Contracting Officer of their interest and bona fide capability to fulfill the requirement. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Such information will be reviewed to determine if it is necessary to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
