- Multiple-award, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for professional landscape-architect services for an initial period of approximately one year, with options to extend for four additional one-year periods. A maximum of up to four contracts may be awarded. The principle purpose of the contracts is to provide planning, design, and consultation for facilities used to support wildlife-dependent recreational activities on National Wildlife Refuges and National Fish Hatcheries, in California, Hawaii, Idaho, Nevada, Oregon, Washington, and the Pacific Islands. Such activities include wildlife observation and photography, interpretation, and environmental education. Facilities typically consist of visitor contact stations, kiosks, open-air shelters, overlooks, wildlife viewing and photography blinds, hunting blinds, trails, boardwalks, and trailheads. Primary services contemplated under the contract are (1) planning, to include gathering and analysis and documentation of data required to establish program requirements for project justification and budgeting and design; (2) Landscape Architectural Design - contractor shall provide design development drawings with cost opinions for construction drawings and actual construction costs, for overlooks, platforms, shelters, boardwalks, etc.; and construction drawings, specifications, bid schedules, and cost opinions, for kiosks, blinds, trails, trailheads, irrigation plans, planting plans and signs; (3) Construction consultation on the fabrication and construction of visitor service facilities, including inspection. Work will be issued by negotiated firm fixed-price task orders with a minimum order amount of $2,000 and a maximum not expected to exceed $75,000. The guaranteed minimum for each contract award is $10,000. The yearly maximum is not expected to exceed $200,000. Selection of firms will be based upon the following evaluation factors: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) location in the general geographic area. This is 100% set-aside for small business concerns. The NAICS code is 541320 Landscape Architect Services, with a corresponding size standard of $6 million. Firms that have the qualifications to perform the services described and wish to be considered for these contracts should submit an original and two copies of Standard Form 330, Parts I and 2, to Tamra Swerdlik, Contracting Officer, at the address shown. Submissions may be up to 50 pages. Conciseness and simplicity are encouraged, with emphasis placed on work that conveys ability to perform the specific work described in this announcement.
