Description
The Fleet and Industrial Supply Center, Norfolk Contracting Department, Philadelphia Division intends to solicit on an Other Than Full and Open Competition basis for the acquisition of Administrative and Clerical Support Services at the Training Air Wing Five (TW-5) located at Naval Air Station, Milton, FL. The services will be accomplished through a modification extending the performance period under the existing contract N00140-01-C-0024. The extension will consist of a two (2) month base period starting 1 April 2005 through 31 May 2005 and one (1), 1-month option period through 30 June 2005, if necessary. The extension is for commercial services for which the Government intends to solicit and negotiate with only one source (Transtecs Corporation of Wichita, KS), under the statutory authority permitting other than full and open competition, 10 U.S.C. 2304(c)(1), Only One Reasonable Source and No Other Supplier or Services will Satisfy Agency Requirements, as implemented by FAR 6.302-1. The purpose of this extension is to allow sufficient time to complete the procurement process for a competitive follow-on contract. The applicable NAICS code is 561110 with a size standard of $6M. The Government intends to acquire the services from Transtecs since they are the only source that currently has the personnel and infrastructure in place to perform the requisite services by 1 April 2005 without an additional 30-day phase-in period (starting 1 April 2005) that would be required from a different source. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all requests within fifteen days after the date of publication of this synopsis. The Government will not pay for information received. See numbered notes 1 and 22. The follow on requirement to contract N00140-01-C-0024 was synopsized on 18 MAR 2004 under RFP number N00140-04-R-0008. The RFP was issued on 13 MAY 2004, closed on 16 JUN 2004 and is currently under evaluation.
