Description
Notice is hereby provided of the Government requirement to procure for the construction of a new Childcare Center (approx. 8,000 SF) with an outside Playground area (approx. 3,500 SF) at the Thaddeus J. Dulski Federal Building, Buffalo, NY. The successful contractor shall furnish all necessary labor, materials, and supervision. The proposed construction includes, but is not limited to selective demolition, new partition, ceilings, electrical power & lighting, HVAC, plumbing, site work, fencing, playground surface and hazardous material abatement. This procurement is open to competition among both small and large business concerns pursuant to the Small Business Competitiveness Demonstration Program (FAR subpart 19.10). The magnitude of this construction project is estimated between $1,000,000.00 and $5,000,000.00. The standard industrial classification (SIC) code is 1542 and the size standard is $17.0 million. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The solicitation will contain a 10% price evaluation preference for HUBZone small business concerns pursuant to FAR 52.219-4 and a 10% price evaluation adjustment for small disadvantaged business concerns pursuant to FAR 52.219-23. A small business subcontracting plan will be required from large business concerns pursuant to FAR 52.219-9, Alternate I. The required construction completion date is 300 days commencing one day after the notice to proceed. The tentative solicitation issuance date is March 29, 2000. Bid opening is tentatively scheduled for May 2, 2000. All requests for the solicitation will only be provided in response to written, facsimile, or electronic mail requests. All responsible sources may submit a bid that will be considered by the agency. Contractors are requested to provide a street address as drawings and specifications cannot be delivered to a post office box. No telephonic requests will be honored for this solicitation.
