Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. ***The associated North American Industrial Classification System (NAICS) code for this procurement is 334416 with a small business size standard of 500 employees. All interested offerors may submit a quote. ***The National Institute of Standards and Technology (NIST) has a requirement for the purchase and installation of a gas chromatograph to fulfill gas metrology and classical methods program functions at the NIST Gaithersburg, MD campus. * ***All interested parties are invited to submit a quote for the following line items: LINE ITEM 0001: Quantity: One (1) each ? Supply and Install a Clarus 500 Gas Chromatograph configured with the following specifications: (a) configured for the analysis of gases delivered through a regulator from a gas cylinder;(b) has a flame ionization detector;(c) has a methanization unit with separate heating zone from oven and valve; (d) six (6) port gas sampling valve with the ability to heat valve to 160 OC, and support a gas sample loop of up to 10 mL volume within the heated zone; (e) injector with the ability to support the use of both packed or capillary columns (both micro and mega bore diameters); (f) flow control system capable of supporting the use of both packed or capillary columns; (g) GC oven box with temperature program capability; (h) GC oven liquid nitrogen cooling capability; (i) software to control all GC functions, collect chromatographic data, perform data analysis and export selected data to an excel spreadsheet; (j) Software documentation that shall document how a user computer program written in Visual Basic Version 6.0 can gain access to analytical data after a run has terminated, and for the user program to inform the GC control software of the identification of the next sample to be run in the sequence. This capability shall be available in the GC control software; (k) Remote start and stop capability through contact closure (relay) and end of run signal out capability (digital out); and (l) installation services of the configured gas chromatograph in the NIST laboratory. After installation, the instrument shall show a repeatability (relative standard deviation) of 10 runs of 10 ppm carbon dioxide in nitrogen (through methanizer) of 0.1% relative area count or less in order to be accepted by NIST. DELIVERY SHALL BE FOB DESTINATION. Delivery is required within 4 weeks after receipt of order. *** The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made to the offeror whose quote offers the lowest priced, technically acceptable offer to the Government. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor meeting the requirement, 2) Contractor?s prior experience, 3) Past Performance, and 4) Price. Technical and Past Performance, when combined, are more important than price. ***Evaluation of Technical Capability shall be based on the information provided in the quotation. Offerors shall include the make and model of the product, manufacturer sales literature or other product literature which clearly documents that the offered product meets the specifications stated above. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or information provided by NIST and its affiliates. Offerors shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. Past Performance shall be evaluated to determine the overall quality of the product and service provided by the Contractor. Offerors with no relevant past performance shall not be evaluated favorably or unfavorably. *** The following provisions and clauses apply to this acquisition: PROVISIONS: 52.204-6 Data Universal Numbering System (DUNS) Number; 52.212-1 Instructions to Offerors-Commercial Items.
