Description
Sources Sought. The Department of Commerce, National Oceanic and Atmospheric Administration, is seeking small nonprofit organizations that have expertise in the area of educational public policies services and research studies designed to improve the understanding of and response to global environmental issues and related concerns on a domestic and international basis. The nonprofit must have experience in a broad range of global environmental areas and not solely in one or two areas and must be capable of providing services in a variety of international forums. The NAICS code is 541720. The size standard is $6 million in annual average gross revenue of the concern taken for the last three fiscal years. Nonprofit organizations must submit information that identifies their name, address, DUNS, primary points of contact, organizational background, description of their experience in both the domestic and international areas of global environmental issues and public policies services as well as research studies designed to improve the understanding of and response to global environmental issues including participation in international forums. Please describe the internation forums in adequate detail. The information shall also address experience with issues and organizations relevant to, but not limited to, the areas and organizations specified in the following websites: Climate Change, http://www.climatescience.gov/, Integrated Ocean Observations, http://www.ocean.us/, Global Earth Observations (GEOSS), http://www.epa.gov/geoss/, the National Science and Technology Council?s Interagency Working Group on Earth Observations (IWGEO), http://iwgeo.ssc.nasa.gov/, http://earthobservations.org/, http://www.asprs.org/. In addition to the statement of experience, please submit references of past performance on at least three contracts for services relevant to global environmental issues that reflect public policies services and research studies designed to improve the understanding of and response to a variety of global environmental issues and related concerns on a domestic and international basis in the last two years. Provide the contract number, contract amount, contracting officer?s name, telephone number, and email address, and a description of how the prior contract relates to the services described herein. Interested nonprofit organizations shall include descriptive literature and documents that validate their nonprofit status. Responses are due by 1:00 pm eastern time on March 28, 2005. Responses must be submitted in writing (one copy) and must include all information cited herein.
