Description
The National Oceanic and Atmospheric Administration (NOAA) Northeast Fisheries Science Center (NEFSC) has a requirement to provide monitoring for a study evaluating the effectiveness of a modified leader to reduce the bycatch of turtles in the Virginia Chesapeake Bay pound net fishery. This project is a continuation of a previous study conducted by NEFSC in 2004. The data that must be collected includes information on turtle takes, fish catches, and environmental parameters that will aid in better understanding any relationships between turtle encounters and environmental parameters. The Contractor shall be required to provide trained Scientific Data Collectors for a period of 42 days and an optional 13 days scheduled to begin on May 6, 2005. The Contractor shall be required to provide a vessel, vessel operator, and four field personnel to monitor the pound nets twice a day for turtle bycatch and the enumeration of fish catch data in waters adjacent to the Kiptopeke, VA area. The Contractor shall provide suitable vessel, diver and a backup diver to investigate any possible turtle encounters. The Contractor shall provide boat safety training to the Scientific Data Collectors. The study's 2004 methodologies need to be strictly followed in order to maintain the integrity of the data gathered which will be compared to the previous data collected. This requirement is a 100% Small Business Set-Aside. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov and obtain a DUNS number by calling 1-800-333-0505. Proof of CCR registration must be included in submitted proposal package. All responsible sources may submit an offer which shall be considered by the agency. A copy of the solicitation will be attached to this announcement as a downloadable Word file on or about March 29, 2005. A hard copy of the solicitation will only be provided in response to a written or faxed request received directly from the requestor. Telephone requests will not be honored. Requests for hard copies of the solicitation may be faxed to (757) 441-3786. Quotations received by April 13, 2005 will be considered for award. Award will be made on or about April 19, 2005. Numbered Note 1 applies.
