Description
The National Oceanic and Atmospheric Administration (NOAA) Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with American Underwater Search and Survey to provide monitoring of the leaders using side scan sonar for a study to reduce the bycatch of turtles in the Virginia Chesapeake Bay pound net fishery. This project is a continuation of a previous study conducted in 2004. The Contractor shall provide and operate high frequency side scan sonar (900 KHz) on up to six pound net leaders located on the eastern shore of the Chesapeake Bay south of Kiptopeke. The contractor will monitor both the standard leader and a modified leader design. The work will occur for approximately six weeks starting on or around 6 May 2005. As the level of experience and expertise is a critical element in the accurate interpretation of the recordings, project success and credibility is dependent upon utilizing the highest level of expertise to accomplish the task. One of the principals of American Underwater Search and Survey is an internationally recognized expert in the utilization of side scan sonar and co-author of the most widely used reference guide of sonar imaging and interpretation. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by March 31, 2005. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
