Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST), proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Cryomech of Syracuse, NY for a PT407 Pulse Tube Cooler. The pulse tube is to cool vibration sensitive scientific apparatus to below 4 K without use of liquid cryogens. Cryomech is the only company that meets our 700 mW of cooling power at 4 K, which is the target cooling power for our application. Critical specifications are as follows: 1) greater or equal to 0.7 W of cooling power at 4.2 K (without separate valve motor); 2) valve motor contained in housing separate from cold stages with no electrical connection between the valve motor and cold stages; 3) greater or equal to 20 ft lines between compressor and valve motor; 4) drop-in compatibility with Cryomech PT405 pulse tubes presently in use at NIST. Compatibility consists of the following items: diameter of the 300K vacuum flange less or equal to diameter of the PT405, vacuum gasketing on 300K flange must be identical to PT405, length of the 1st and 2nd stage heat exchanger stages should be within 0.5 cm of PT405 length, and diameter of the 1st and 2nd stage heat exchanger stages should be less or equal to diameter of PT405. This procurement is being conducted per FAR Part 13.1, Simplified Acquisition Procedures (under $100K). This notice is for information purposes only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
