Description
The Centers for Medicare and Medicaid Services (CMS) intends to procure the services of multiple contractors to conduct general research, analysis, demonstration and survey activities relating to Medicare, Medicaid, the State Children's Health Insurance Program (SCHIP) issues related to uninsured populations, and other aspects of CMS program responsibilities. CMS is the Federal agency responsible for the operation and oversight of the Medicare program and the Federal participation in the State-operated Medicaid and State Child Health Insurance Programs. CMS' mission is to promote the timely delivery of appropriate, high quality, cost-effective health care to program enrollees, who include the nation's aged, disabled, low-income families and children and special needs groups. To help accomplish this mission, CMS has broad authority for the planning, analysis and research, implementation, and evaluation of demonstration projects. This includes conducting surveys intended to provide information to assist in the resolution of major health care financing issues, the assessment of the quality and appropriateness of services delivered to its program beneficiaries, and the development of new methods and approaches for the administration of its programs. The use of these task order contracts is expected to assist CMS in carrying out its mission by facilitating expeditious initiation of research, analysis, demonstration, and survey activities CMS anticipates awarding Multiple Indefinite Delivery Indefinite Quantity Task Order Contracts for Medicare and Medicaid Research and Demonstration (MRAD) with a total potential period of performance of 10 years. The base term will be five (5) years, with provision for five (5) one-year option periods. It is the intent of the Government to re-compete the MRAD task order contracts (MRAD/TOC) in the first one-year option period. The NAICS code is 541720, with a size standard of $6.0 million. CMS will issue the solicitation as full and open competition and anticipates release of solicitation number RFP-CMS-2005-0008 on or about April 18, 2005 with proposals due 45 calendar days thereafter. CMS will issue a separate small business set-aside for less extensive and complex Medicare & Medicaid research and demonstration projects with the intent to further opportunities for small business in future research and demonstration competition. The solicitation will be available for downloading from the Federal Business Opportunities website at www.fedbizopps.gov. CMS will not mail hard copies of the solicitation document, honor telephone requests, or maintain a bidders list. All responsible sources may submit a proposal that shall be considered by the agency. Potential offerors are responsible for accessing the Federal Business Opportunities website to check the status of this requirement and to keep current with any amendments issued.
