The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), Narcotics Affairs Section (NAS), Bogota Colombia. The NAS provides oversight, planning, and operational and logistical support for the INL counter-narcotics aviation program in Colombia. PURPOSE: The purpose of this personal services contract position is to oversee the aviation fuel project for USG support to the Colombian National Police (CNP) Air Service (ARAVI), and to perform end-use monitoring of USG-provided assets and services. STATEMENT OF WORK Provides guidance and assists the ARAVI with the management and control of fuel for aircraft and ground vehicles in support of counternarcotics (CN) efforts; Prepares a monthly fuel monitoring report for the NAS Management Office and the NAS ARAVI Program Manager; Monitor and report on ARAVI use of USG-owned and provided assets and services; Performs limited Contracting Officer?s Representative duties for key equipment acquisitions related to special projects. Maintains close contact with contractors and Colombian officials to ensure projects are completed in a timely and coordinated fashion. Travels regularly around Colombia to monitor the progress of projects and fuel use. Prepares periodic performance reports for NAS Aviation Program Manager and the NAS End-Use Monitoring Officer. Provides back-up duties in the absence of the NAS Logistics Advisor and NAS Safety Advisor. II. MINIMUM QUALIFICATIONS a. U.S. citizen, eligible for a State Department security clearance. b. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. c. Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3 is required and English at 4/4. d. Previous experience performing end-use monitoring of USG assets, especially in the area of fuel management. e. Familiarity with Colombian National Police operations and logistics, and with Colombian Government import/export procedures. f. Previous logistics experience that involves the requisition and distribution of fuel and refueling equipment. Experience in the establishment, operation and moving of Forward Area Refueling bases. g. Previous experience as a Contracting Officer's Representative (COR) or Government Technical Monitor (GTM). h. Be physically qualified to live in Colombia and to engage in frequent in-country travel to remote locations. i. Demonstrated ability to effectively work under stressful and challenging conditions with minimal supervision. REQUIRED SKILLS/ABILITIES A. Fifteen years experience in aviation fuel management, ten of which should be as a supervisor in either civil or military aviation programs. b. Successful completion of a military or civil aviation fuel management training program. c. Knowledge of U.S. Federal Acquisition Regulation (FAR) and U.S. Government contract administration procedures. d. Experience in working with representatives of Latin American government/military/law enforcement agencies in the areas of CN and drug eradication programs is desirable. e. Ability to perform assigned duties with a minimum of supervision and to take the initiative as a self-starter. f. Ability to deal with Colombian counterparts in a program that is of extreme importance to the U.S. and the Colombian governments. WORK ENVIRONMENT. The work is primarily conducted in an office or aircraft hangar. Frequent travel and temporary living at austere field operating locations is required. The incumbent will travel to locations in the tropics or to mountainous, high altitude terrain, which involves significant physical exertion. Some field sites have been declared hazardous duty locations due to hostile activities of the narco-traffickers and subversive elements and therefore pose significant risk to the incumbent while at these sites. Position Elements a. Supervisory Controls: The incumbent reports to the NAS Aviation Program Manager who will act as the Contracting Officer?s Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the Aviation Program Manager when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. b. Exercise of Judgment: Exercise of judgment and detailed understanding of operating controls of information management. c. Authority to make commitments: None. d. Nature, Level and Purpose of Contacts: Will maintain good working relationships with USG and Colombian nationals working on counter-narcotics efforts. IV. Evaluation Criteria a. Offeror?s demonstrated experience in the management and control of an aviation fuel program. Offeror?s experience in collating information and preparing program reports. b. Offeror?s demonstrated experience in program management, i.e., monitoring and reporting on use by host country entities of USG-owned and provided assets and services, procurement regulations and guidelines, and budget development and execution. c. Offeror?s demonstrated experience in performing Contracting Officer?s Representative duties for key acquisitions. d. Offeror's demonstrated experience working in an overseas location with host country counterparts. d. Past Performance evaluation of applicant?s ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. V. AS A MATTER OF POLICY, AND AS APPROPRIATE UNLESS THE PSC IS A RESIDENT-HIRE, A PSC IS NORMALLY AUTHORIZED THE FOLLOWING BENEFITS: 1.
