The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. PERIOD OF PERFORMANCE: June 2005 - June 2006 7. PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES A.1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS) Lima, Peru. The incumbent will be working out of the NAS facility located in the Group 8 Peruvian Air Force Base, Jorge Chavez International Airport, Callao, Peru. PURPOSE: The purpose of this professional services contract is to provide a full-time Pilot-In-Command (PIC) for the NAS Aviation Program in Peru. The incumbent serves as the primary PIC for the NAS owned Beechcraft 1900D airplane, and is responsible for the safe operation, flight planning, and scheduling of the Beech 1900D aircraft. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Senior Aviation Advisor or his Deputy as applicable. Additionally, the individual will report to the NAS Fixed-Wing Aviation Advisor for all standardization and safety related matters. 2. STATEMENT OF WORK The Beech 1900D Pilot-In-Command position responsibilities include, but are not limited to the following: A. Pilot Responsibilities 50% Operate the Beech 1900D as Pilot in Command flying to all NAS mission sites and other sites as directed by the Senior Aviation Advisor. All missions requiring the transport of personnel and cargo, both in and out of Peru, will be performed by the PIC. Incumbent will maintain currency for IFR, VFR, Day, and Night conditions as required by all applicable directives. Additionally, incumbent will be required to demonstrate the ability to meet or exceed the minimum acceptable standards of an aeronautical evaluation, given by an authorized instructor pilot, in both in-flight and ground-based tasks on a semi-annual basis. Immediately notify maintenance and appropriate Aviation Advisors of the aircraft mission and maintenance status should a change occur. Supervise the Beech 1900D co-pilot as assigned. Assist in the development of new training procedures (through the Fixed Wing Aviation Advisor) for the purpose of enhancing the overall transport mission. This may include, but not be limited to, teaching crew resource management, developing unimproved landing surface techniques, and operating the aircraft in confined areas. B. Scheduling 25% Perform duties as the primary Beech 1900D point-of-contact for planning transport missions. Set scheduling deadlines and cut-off times for the coordination between flight requesting agencies. C. Administration 25% Assist in the development, coordination, organization, and implementation of a comprehensive system and procedure for tracking pilot and aircraft flight times, pilot currency, and aircraft status reports. Identify training needs and coordinate with the appropriate Aviation Advisor regarding these needs. 3. MINIMUM REQUIREMENTS A. Bachelor?s degree from an accredited institution, or equivalent (i.e., associates degree with five years related experience in the military, law enforcement, international development, international affairs, or public administration). B. Must be a U.S. citizen, subject to State Department security clearance; current or former National Agency check desired. C. FAA Airline Transport Pilot certificate, with either a B1900 or similar airframe type-rating required. Advanced aeronautical ratings and instructor pilot experience are desired. D. Must have a current FAA Second Class Medical Certificate E. Must be capable of performing the duties of a Beechcraft 1900D pilot in command and pass the Department of State approved initial aircraft qualification course. F. Must have ten years of relevant aviation flight experience, including aviation operations management and aircrew training. Must meet all pertinent pilot in command currency requirements in FAR part 91. Must have more than 5,000 total flight hours of experience in airplanes. Must have 300 hours of flight time within the last 12 months. G. Must have a minimum of two years experience flying in remote and unimproved environments - ?Bush? type flying. H. Must have a minimum of two years experience in flying in South/Central America or an ICAO regulated country. I. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR part 1, 61, 63, 67, 91, 121, 135, 141, 143, and 830. J. In-depth knowledge of aviation training and standardization procedures. K. Spanish language is required (2/2 level is required). L. Knowledge and skill in using information technology. Computer skills should include word processing and spreadsheet applications. Data base management, Internet services, and multi-source e-mail skills desired. M. Must be physically qualified to live in Peru and willing to engage in frequent in-country travel to remote locations. The work is both physical and sedentary in nature, and involves activity at both the main and field locations in addition to the Lima airport and embassy offices. Incumbent must complete and pass annually an FAA Second Class Medical examination. Incumbent must be able to independently perform the fieldwork in remote areas for extended periods without on-the-ground-supervision. N. Knowledge of Embassy organization and the complexities of interrelated activities as well as the familiarity with program, organization, and operation of other USG elements involved in counter-narcotics programs is desired. O. Knowledge of the political, economic, legal, and military environment of Peru and regional factors affecting counter-narcotics programs is desired. P. Familiarity with U.S. counter-narcotics operations in Latin America is desired 4. COMPLEXITY Incumbent must apply specialized and professional knowledge to safely operate a high performance transport aircraft in a demanding flight environment. Incumbent will be responsible for safely operating the aircraft from a highly structured and complex international airport west of the Andes Mountain range, crossing the mountains and landing at remote destinations east of the Andes. Diverse flight conditions encountered enroute will require a high level of aviation experience to safely accomplish the mission. Additionally, the incumbent will assist in program development to include developing user-friendly scheduling and flight tracking programs. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both office and field locations. The work will require some physical exertion and dexterity. Incumbent must be able to independently perform fieldwork in remote areas for extended periods without assistance. 6. WORK ENVIORNMENT The work is primarily conducted in an airplane, office, or aircraft hangar with travel to the field for missions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the drug traffickers and therefore pose significant risk to the incumbent while at these sites. Evaluation Criteria Factor 1. (Pilot Skills) Offeror?s ability to: a. Perform as a pilot-in-command of the Beechcraft 1900D or similar type aircraft based pervious flight experience and current pilot proficiency. b. Perform as PIC of a B1900D in the host nation ATC environment. c. Perform as PIC of a B1900D flying in the remote and unimproved areas of Peru d. Obtain a type rating as pilot-in-command of a B1900D at Flight Safety International. (This will be at USG expense and the final step after a candidate is selected for the position) Factor 2. (Administration and Scheduling) Offeror?s ability to: a. Oversee activities of subordinate crew members. b. Plan flights, evaluate load factors, and select flight routes in accordance with but not limited to the applicable FARs, the B-1900D Flight Manual, the published limitations of the B-1900D, and Host Nation ATC procedures. c. Coordinate the flight schedule for the B-1900D based on the priorities assigned by the NAS Senior Aviation Advisor and NAS Director. d. Insure that all crewmembers are current, maintain the required proficiency and required flight checks in accordance with the FARs and Host Nation ATC procedures. Factor 3. (Experience/Past Performance) Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). IV. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI. AS A MATTER OF POLICY, AND AS APPROPRIATE UNLESS THE PSC IS A RESIDENT-HIRE, A PSC IS NORMALLY AUTHORIZED THE FOLLOWING BENEFITS: 1.
