- Description
- Work consists of furnishing all plant, labor, supplies, equipment and supervision to pave/repair roads on Mountain Home AFB Idaho. Work consists of, but is not limited to, construction, repair or replacement of asphalt and concrete roads, sidewalks, curbs and gutters. The performance period for this project is a basic year and four option years. This acquisition will result in a single award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The successful contractor will be selected using past performance/price trade off procedures resulting in the Best Value to the Government. Past performance is significantly more important than price. The government reserves the right to award a contract to other than the lowest proposed price. Offerors shall submit proposals that can be accepted solely on the basis of the initial offer, as the government intends to award the contract without further discussion. It is anticipated that the solicitation will be issued electronically o/a 28 April 2005. Solicitation will be posted on the Federal Business Opportunities website, www.FedBizOpps.gov or www.eps.gov. Paper copies are not available. The NAICS code is 237310; size standard $28.5 million. The magnitude of this project is between $5,000,000 and $10,000,000. Prospective offerors must be registered in the Central Contract Registration (CCR) and Online Representations and Certifications Application (ORCA). The proposed contract is set-aside for certified 8(a) concerns in accordance with Section 8(a) of the Small Business Act. Offers from other than certified 8(a) concerns will not be considered. Competition for this procurement is limited to eligible 8(a) firms located in the states of Idaho, Montana, Oregon or Washington and 8(a) participants in good standing, serviced by a SBA office outside of these states, but having a bona fide branch office in Idaho, Montana, Oregon or Washington.
