Description
Headquarters Operations and Sustainment Systems Group (HQ OSSG), Maxwell Air Force Base (MAFB)- Gunter Annex, AL 36114 intends to ask prime contractors of Air Force Network-Centric Solutions (NETCENTS) contracts to provide more favorable prices, terms and conditions of selected publishers' commercial software and related services, such as software maintenance, so the NETCENTS Contracts become the Enterprise Software Agreements (ESAs) to fulfill recurring Department of Defense (DoD), U.S. Coast Guard and intelligence community requirements in the commercial software market category of Information Assurance (IA). IA provides security related functions to detect and correct vulnerabilities, and institute layered defenses against non-authorized penetrations of information systems and networks. The NETCENTS contracts already include information assurance software and software maintenance and provide for use by DoD and other Government agencies. The United States Air Force (USAF) participates in the DoD Enterprise Software Initiative (ESI) of the DoD as the lead agency for IA and has designated HQ OSSG as the Software Product Manager for establishing ESAs in the commercial software market category of IA. Departments and agencies of the DoD must fulfill acquisition requirements for commercial software and related services, such as software maintenance in accordance with the DoD ESI. The ESI, led by the DoD Chief Information Officer develops processes for DoD-wide software asset management. ESAs are agreements or contracts used to acquire designated commercial software or related services such as software maintenance. They are established with contractors to allow DoD to obtain favorable terms and pricing for commercial software and related services. ESI does not dictate the products or services to be acquired (see website at http://www.don-imit.navy.mil/esi). NETCENTS contracts are multi-agency indefinite-delivery/indefinite-quantity contracts for Network-Centric Information Technology commercial-off-the-shelf products, security (firewalls, vpn, encryption and decryption, etc.) and system solutions (to include but not be limited to engineering, software development, integration, installation, testing, warranty, training, operations and maintenance), and the hardware, software and materials to design, install, support and maintain Network-Centric Information Technology, Networking, Telephony and Security (NCITNTS) systems. The contracts specifically address information assurance as part of the scope of work.
