Description
The U.S. Army Corps of Engineers, Huntsville Center, in coordination with the Tri-Services Organization (Army, Navy, and Air Force) intends in accordance with FAR Part 6.302, to make a sole source award to Earth Tech, Inc. for services of a firm with the capability of developing parametric construction models for engineering cost estimating applications. The purpose of this acquisition is to develop models for building construction, remedial action cleanup, and site work construction. The models mus t be in the correct format required by and consistent in structure with other models developed to be used with/by the Parametric Automated Cost Engineering System (PACES) and Remedial Action Cost Engineering Requirements (RACER) software applications. The successful offeror shall have the functional/technical knowledge of developing parametric construction models, programming software logic for and usage of the PACES software, cost engineering for Military; Hazardous, Toxic and Radioactive Waste; and Civil Works projects as well as instruction expertise on the PACES software. This is not a formal solicitation. This synopsis of intent is to give notice of the Governments intent make a sole source award and is not a request for quotes. Contractors who can provide the U.S. Army Engineering and Support Center with the above services are invited to submit in writing an affirmative response on company letterhead which includes, as a minimum, the processed credentials and qualifications, any applicable pricing d ata and any additional information indicating a bona fide ability to meet this specific requirement. The contractor must have at least five (5) years experience in construction estimating model development and have rights to use the PACES and RACER modeli ng methodology. The parametric approach differs from traditional cost estimating methods by allowing the user to input a minimum amount of information to create a cost estimate. The PACES/RACER software is an integrated Windows-based budgeting and cost e stimating system that prepares parametric cost estimates for construction projects. The contractor must also have the knowledge to create the models in the correct structure format that can be utilizable by the PACES software. In addition, the contractor must have at least three (3) years of experience in providing instruction on the PACES/RACER software for the primary purpose of cost estimating on construction related projects. The purpose of this announcement is to determine the availability of this ty pe of service. All respondents shall provide the Huntsville Engineering and Support Center, United States Army Corps of Engineers with their capabilities and past experience in satisfying the above requirements. All responsible sources may respond to thi s synopsis, and all such responses will be considered by the agency. Responses should be furnished by 31 March 05. Interested firms having the capability to perform this type work, and meeting the criteria stated above should respond to this notice by pr oviding a point of contact, telephone number, and electronic address (if available). Respondents should also indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, servi ce disabled veteran-owned small business, or qualify as socially or economically disadvantaged, and whether they are U.S. or foreign owned. Sources for this purpose are being sought from experienced firms with North American Industry Classification System (NAICS) code 541513, computer facilities management services, with average annual receipts of $18 M who meet the criteria listed above.
