- STATEMENT OF WORK For the Submarine Engineering Maintenance Managers COMSUBPAC Pearl Harbor, Hawaii Program Office Organization/Customer Name COMSUBPAC Pro ject Project Title: Assistant Quality Assurance Officer Period of Performance: Date of Award through December 31, 2005 I. SCOPE. Perot Systems Government Services (PSGS) will provide the management expertise, corporate guidance and on-going technical support necessary to ensure the success of the COMSUBPAC AQAO task in accordance with the following SOW. Perot Systems Government Services will commit the corporate resources necessary to ensure that the AQAO task is accomplished efficiently, satisfactorily, professionally and within budget. This position is located in the COMSUBPAC AOR. COMSUBPAC is the primary support command established in Pearl Harbor to support the battle ready deployment of a fleet of first line attack submarines home ported in Pearl Harbor. They are also the first point of contact for all matters concerning Quality Assurance (QA), Unrestricted Operations (URO) and the SUB SAFE Programs maintained on the assigned Submarines. The Assistant QA Officer performs work that requires a practical knowledge of the nature and operations of submarine repairs/refurbishments, and the materials, facilities and capabilities of the various repair activities available to perform these repairs and alterations. The Assistant QA Officer understands the unique requirements of nuclear powered vessels and SUBSAFE requirements, and the QA and objective quality evidence required of such repairs. II. MAJOR DUTIES AND RESPONSIBILITIES. The Assistant QA Officer advises and assists the M:ateriallQuality Assurance Officers on matters pertaining to quality assurance and SUBSAFE programs including: A. Organize and implement a QA program to carry out the provisions of the Joint Fleet Maintenance Manual (JFMM). 1. Organize and implement a program for submarines to verify performance of required maintenance to sustain the material condition necessary to support URO to authorized operating depth. 2. Ensure ship1s certification continuity report for submarines, when required by JFMM, is received before the ship is underway. Review the ships underway certification continuity report to ensure that it is in the proper format and includes all reports required.. In particular, ensure all URO planned maintenance is up to date and review all UROs accomplished during the in port time. Discrepancies noted must be resolved prior to underway. 3. Supervise Chief Petty Officers assigned to QA division. 4. Supervise and train QA Officers assigned to CSP submarines. :5. Prepare correspondence pertaining to QA matters as directed by the QA Officer. B. Administer a Departure From Specification (DFS) system for submarines to: I. Establish and maintain systems of processing requests for DFSs. 2. Review and evaluate DFS requests and obtain clarification of technical specifications &om TYCOM/NAVSEA, where appropriate. :3. Approve or disapprove DFS requests, as allowed by TFMM. 4. Obtain TYCOMJNAVSEA approval of DFS when required by the appropriate TYCOM/NAVSEA directive, technical specification or manual. 5. Ensure the deployed ISIC directing the supporting PMA will act as the cognizant ISIC for those actions required to approve, review and track DFSs for ships deployed. 6. Provide a complete file of all outstanding DFSs to the deployed ISIC, prior to any ship deployment. The deployed ISIC will provide a complete file of all outstanding DFSs to the parent ISIC at the end of deployment. '1. Specify procedures for: a. Submission of OPNAV form 4790/2K for DFS that require a future maintenance action to clear the departed condition. b. Submission of OPNAV form 4790/CK for permanent repair DFS, which result in new Allowance Parts List and Coordinated Shipboard Allowance List support requirements. 8. Maintain files of outstanding DFSs. 9. Aggressively pursue clearing of DFSs. C. Schedule and conduct a QA Program assessment in conjunction with the InterDeplo ent Training Cycle (or as determined by each TYCOM) of all assigned ships o ensure the repair actions undertaken by Ship's Force conform to the provisions of the QA Program as well as pertinent technical requirements. 1. Monitor the QA program and procedures of assigned submarines periodically and monitor corrective actions on discrepancies noted during the latest audit. 2. Conduct periodic monitoring of ship's force work and QA program on all assigned ships during maintenance periods. a. Perform at least one surveillance during each refit!upkeeplFMA availability. b. Conduct monitoring during industrial availabilities (e.g., Selected Restricted Availability, Dry-docking Selected Restricted Availability, Extended Refit Period, Post Shakedown Availability, Phased Maintenance Availability, Docking Phased Maintenance Availability, Depot Modernization Period, Engineered Refueling Overhaul and Regular or Refueling Overhaul). D. Perform annual SUBSAFE/SOC awareness training for staff members that routinely review SIJBSAFE/SOC objective quality evidence, make determinations on SUBSAFE/SOC DFSs, and/or perform other SUBSAFE/SOC work oversight functions. ].. Provide monthly training to submarine QA and Assistant QA Officers on topics and requirements from the Jf MM, SUBSAFE manual and other technical manuals as directed by the Material officer. E. Administer the Integrated Maintenance Modernization Program System (IMMPS), to include planning, scheduling, tracking, reporting completion and authorizing deferrals. III. FACTORS 1. Knowledge Required A. Comprehensive knowledge of industrial production principles, practices. organization, equipment, manufacturing processes and manpower estimating principles. B. Comprehensive knowledge of the nature arid uses of materials involved in preparing/refurbishing submarine systems and components. C. Ability to gather, correlate arid analyzes facts and present conclusions in a clear, concise statement. D. Ability to communicate orally and in writing. E. Detailed knowledge of submarine configuration and technical knowledge of component parts of systems. F. Knowledge of related disciplines, such as structural, mechanical, and electrical planning, logistics supply management, materials receipt and storage. 0. Extensive knowledge of naval vessel maintenance, work processes common to submarine repair, and work products to evaluate a wide range of present and potent;al production methods, systems, facilities, tools, programs and practices. H. Extensive knowledge of shipboard safety precautions of maintenance including system isolation requirements, safety of ship programs and all NAVOSH requirements applicable to maintenance and testing. 1. Knowledge of the IFMM especially in all areas dealing with Quality Assurance and SUBSAFE/Scope of Certification. I. Working knowledge of computer programs to include a variety of Microsoft products, RMAIS, and computer generated programs such as the Departure from Spec Log. K. Ability to apply a variety of methods to investigate, analyze, plan and implement corrective action as well as establish training plans for long-term corrections. L. Ability to produce and give professional PowerPoint training to include producing quality training aids. 2. Supervisory Controls Assignments are given in terms of overall purpose and scope. The employee independently plans and coordinates aspects of work, including coordination with other technical or planning groups at the repair activity and on board ship. The employee's technical judgment and management decisions are reviewed for conformance with policy and program goals. 3. Guidelines Employee exercises a high degree of judgment and initiative as established guidelines need to be interpreted, modified, adjusted, and applied with integrity, ingenuity and freethinking in finding new approaches to the work at hand. This involves deviating from traditional methods of researching trends and patterns to develop new methods, criteria, and proposed new policies. A great deal of judgment is required to resolve wide-ranging critical problems. 4. Complexity Assignments are concerned with a variety of submarine repairs and components ranging from those that deal with non-critical systems to have integrity and SUBSAFE issues. Projects are difficult and complex and require the application of a complete range of production control principles, techniques and methodology to audit and conduct surveillances or establish alternate testing or waivers from technical requirements. Constant review and adjustment of priorities is needed as emergent taskings are assigned or in cases when conflicting work decisions need to be made to defer maintenance or to identify how the maximum benefit can be derived with the available time and resources. The assignment deals with naval vessel maintenance where the frequent introduction of modernization improvements and temporary installations for R&D projects must be factored in the maintenance plan. Conducts research for pertinent information and consults directly with responsible officials to obtain missing technical data, specifications and design information. Innovation, creativity and personal initiative are required. 5. Scope and Effect Work involves continuing responsibility for a variety of different production operations of considerable breadth and complexity. It involves establishing criteria, assessing program effectiveness, investigation and analyzing a variety of unusual conditions, problems and questions. Decisions affect the timely completion of submarine maintenance and the battle readiness of the ships assigned. 6. Personal Contacts Personal contacts are with all levels of submarine crews and involve frequent contact with both repair activity supervisors and senior naval personnel. In addition to the above internal contacts outside contacts are made on a regular basis with contractors, higher technical authority and/or personnel from other services, agencies or activities. 7. Purpose of Contacts Contacts are for the purpose of influencing personnel to adopt technical or management points and methods about which there may be conflicting opinions/interests. Must be able to clearly justify the feasibility and desirability of work proposals to senior management personnel or to negotiate agreements where conflicts exist. 8. Physical Demands The work requires regular and recurring visits to dispersed production areas and field installat:tons including the confined spaces within a submarine. There is a considerable amount of walking, standing, bending, stooping and/or climbing. 9. Work Environment The work is typically performed in an office environment, but QA duties necessitate regular visits to production areas, which may require incumbent to wear protective equipment and observe safety precautions. This involves regular and recurring moderate discomforts and unpleasantness such as high levels of noise in production areas, extremes in temperatures, and adverse weather conditions with certain potentially harmful physical andlor chemical agents. This could also require exposure to low levels of ionizing radiation inside a radiation area.
