Description
EA-6B Approach Power Management (APC) System Replacement Request for Information (RFI). This announcement constitutes a Request for Information (RFI). This is not a Request for Proposal (RFP). The intent of this RFI is to assist Naval Air Systems Command (NAVAIR) in conducting market research for a replacement APC system for the EA-6B. Further this RFI is being advertised to fulfill the requirements of the Office of Secretary of Defense (OSD) Foreign Comparative Test policy for program initiatives seeking FCT Office resource support. The APC system in the EA-6B functions to set requisite engine power settings to maintain a constant aircraft angle of attack during a powered approach to landing. The APC system consists primarily of a throttle control computer, two electronic control amplifiers and a rotary mechanical actuator attached to each engine power control mechanisms. The current system components suffer from obsolescence and diminishing vendor sources. System components were designed with 1950s technologies and as such suffer additionally from circuit latencies which inhibit precise throttle response requirements. The EA-6B Program Office seeks design remedies which will eliminate these reliability, supportability, and performance shortfalls. Currently the EA-6B Program Office has contracted with BAE Systems to adapt a non-developmental digital flight control computer (DFCC) for integration into the EA-6B. This DFCC will be integrated to aircraft interfaces and replace the current air navigation computer (ANC). This ANC replacement project is referred to as the EA-6B Digital Flight Control System (DFCS) Upgrade Program. Embedded in this non-developmental DFCC are components to perform requisite APC functionality. The components (circuits, drivers, and processor capacity) are embedded on internal printed circuit cards in the DFCC. DFCS program resource constraints limited implementation of APC functionality when the DFCS program was formally approved and funded. It is largely thought that due to the proprietary design of the DFCC that vendors other than BAE Systems for APC functionality are not available which can embed APC requirements in the DFCC and eliminate separate weapons replaceable assemblies. This program is currently unfunded. Future program funding status is to be determined. Responses to this RFI should include: 1) A summary outline of performance specification within the DFCC to meet APC functional requirement. 2) A description of hardware and software changes needed to meet the functional requirement. 3) A ROM estimate of vendor non-recurring costs. 4) Any other information at vendor discretion but limited to 5 printed pages at not less than 10 pitch font.
