Description
MOD: Reference original presolicitation notice dated 4 Feb 04. The following clarifications/corrections are provided: (1) Change the solicitation number to N00019-04-C-0001, (2) Change reference to 1 flight training device to 1 full flight simulator and add the requirement for 2 UH-1Y composite maintenance trainers and 2 AH-1Z composite maintenance trainers, (3) For clarification, the UH-1Y aircraft work will include fabrication of structural elements that were previously planned to be reused and remanufactured. This modified presolicitation notice is reissued as follows: The Naval Air Systems Command intends to negotiate with Bell Helicopter Textron, Inc (BHTI), 600 Hurst Blvd, Hurst TX 76053 on an other than full and open competition basis for H-1 Helicopter Upgrades Lot III (FY06) requirements with an Option for Lot IV (FY07) requirements. For the UH-1Y aircraft the effort consists of procuring and fabricating components, integrating and installing contractor furnished and Government furnished equipment, to include reused and remanufactured avionics elements from USMC inducted H-1 Program aircraft, assembly, testing and delivery, along with related requirements. For the AH-1Z aircraft the effort consists of procuring and fabricating components, integrating and installing contractor furnished and Government furnished equipment, to include reused and remanufactured structural and avionics elements from USMC inducted H-1 Program aircraft, assembly, testing and delivery, along with related requirements. Lot III requirements consist of 8 UH-1Ys, 2 AH-1Zs, 1 full flight simulator, 2 UH-1Y composite maintenance trainers, and 2 AH-1Z composite maintenance trainers. Option Lot IV requirements consists of 15 UH-1Ys and 3 AH-1Zs. The related requirements include, but are not limited to, associated integrated logistics support, quality assurance, reliability and maintainability programs, and technical, administrative, and financial data requirements. This effort will also include initial logistics support and spares. This requirement will be procured in accordance the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that BHTI is the only responsible source and no other type of equipment will satisfy Marine Corps requirements. Bell Textron is the designer, developer and sole producer of the aircraft and the only known source that possesses the data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the AH-1Z and UH-1Y to fulfill this need in a timely manner. It is anticipated that a contract will be awarded in the 4th quarter of FY05. This notice is for information purposes only.
