Sources Sought Notice The Fleet and Industrial Supply Center, Norfolk is seeking service disabled veteran owned small business sources to provide contactor technical service support in the optimization of Commander Second Fleet?s (C2F) Distributed Local Area Network (DN) and for modifications to C2F?s communications network for scheduled exercises and experiments and refinement of C2F?s Knowledge Management (KM) processes. Anticipated Period of performance: Date of award through 28 Feb 06. Interested sources shall have expertise and experience with Distributed Command and Control Local Area Network, Voice over Internet Protocol (VOIP) phones, Dynamic bandwidth allocation, network Quality of Service (user priority), and KM processes. By 1400 on 21 Mar 05, interested sources must provide the following: a. A brief narrative description in paragraph form of the company's past performance that is directly related to the tasks identified in this notice; b. Past Performance point of contact information on two of the firm?s most recently completed Department of Navy contracts for Command and Control distributed (Ship to shore) local area networks. Submitted information shall include: name and phone number of Government point of contact; contract number; period of performance of contract; and dollar value of work performed under the contract. c. Willingness to perform as a prime contractor. Interested vendors must possess a DoD Top Secret Clearance. The NACIS Code is 541511and the SIC Code is 7371. Performance Work Statement 1.0 General 1.1 The objective of this effort is to provide Network Engineering Support to optimize C2F?s Distributed Local Area Communications Network (LAN) to enable C2F to fulfill the assigned role as a Combined / Joint Task Force Commander (CJTF), Commander Naval North Fleet East (NAVNORTHFLTEAST) in support of NORTHCOM?s mission of Homeland Security, and as Commander (CJTF-950) the certifying authority for deploying Carrier Strike Groups and Expeditionary Strike Groups. In addition technical support is required to assist in the development of C2F?s KM plan, processes, and supporting architecture. 1.2 Organization to be supported: U.S. SECONDFLT BLDG W-5 Decatur Avenue Norfolk, VA 23511 1.3 Scope. This effort shall include all technical assistance and Network Engineering support to optimize C2F?s Distributed Communications Network. Specifically, this effort shall require the contractor to assess the performance of the DN under operational conditions simulated during JTFEX-05-2 and recommend configuration modifications to optimize the DN for speed, reliability, quality of service, bandwidth usage (efficiency), and network security vulnerability. The effort shall also require assessment and refinement of C2F?s KM organization and processes used to provide the CJTF Commander with the information required to conduct Command and Control of Forces at sea. 1.4 Clearances. In accordance with the attached DD254 a TOP SECRET Clearance is required for on-site visits. 1.5 Project Objectives and Background 1.5.1 Objective: The contractor shall perform all support required to provide Network Software Engineering input to optimize C2F's unique Distributed Command and Control Network (DN). 1.5.2 Background: C2F, with NWDC support has designed and installed a Distributed Communications Network to enable C2F to fulfill the assigned Operational role as a Combined /Joint Task Force Commander in accordance with the CNO?s Sea Basing Strategy (Sea Power 21). Unique Contract Engineering support is required to further refine this one of a kind network and facilitate the physical transfer of the network from USS Iwo Jima to USS Wasp and from building W-5 to D-29. In addition there is an ongoing requirement for C2F to conduct Joint Task Force Exercises (JTFEX?s) to train and certify Carrier Strike Groups for overseas deployment. A Distributed Network optimized for speed, bandwidth utilization, and reliability is required to meet this requirement. 1.5.3 C2F meets operational (CJTF for Homeland Security, NATO COE), training, and experimental/transformational responsibilities via scheduled exercises and experiments an optimized Distributed Network and an effective KM plan is required to conduct the evolutions. 1.5.4 History of Requirement: CNO policy defined in the CNO?s Sea Power 21 document describes the strategic and practical advantages of Sea-Based Command and Control (C2). The Unified Command Plan signed by the President on 1 Mar 2005 defines Numbered Fleet responsibilities to act as and certify CJTF staffs. C2F's dedicated Command and Control ship, the USS Mt. Whitney has been transferred to SIXTH Fleet. Commander Fleet Forces Command (CFFC) has designated the ready large deck Amphibious ship as the C2F Command and Control ship for the forward portion of the C2F Distributed staff. It is a C2F core responsibility to conduct Joint Task Force Exercises to Certify Carrier Strike Groups for overseas deployment. 2.0 Specific Requirements 2.1 Tasks 2.1.1 The contractor shall assist in the assessment of the C2F Distributed Network and reconfigure network as required to maximize network speed, efficiency, and reliability: a. Assess and maximize Quality of Service capability (assign user priorities). b. Assess and mitigate network security vulnerabilities. c. Submit recommendations for KM Organization, Processes, and Collaborative tools. d. DN performance and KM performance will be assessed during: JTFEX 05-2 (15-21 July 2005) Joint Battle Group Inport Exercise (JBGIE) (8-12 August 2005). Trident Warrior (Dec 2005) 2.2 Deliverables 2.2.1 For the C2F Distributed Network during each of the exercises/experiments listed in paragraph 2.1.1, the contractor shall submit the following in accordance with C2F POA&M: a. Submit network configuration and KM organization review 120 days prior to scheduled event. b. Submit recommended network configuration modifications to optimize network reliability, speed, and reduce (security) vulnerability with supporting rationale 45 days prior to scheduled event. c. Submit recommended KM organization modifications 30 days prior to scheduled events. d. Submit report assessing performance of the network(s) during scheduled event two weeks after exercise/experiment completion. 3.0 Government and Contractor Furnished Items and Services 3.1 Government Furnished Items (GFI) and Services: C2F will provide workspace, telephone service, SIPR, NIPR computer access, briefing facilities, and VTC conference room. 3.2 This requirement shall be conducted on a CLASSIFIED (up to Top Secret) basis. Contractor shall advise Navy of the required format for any process activity data that may require that the Navy sanitize classified data. 3.3 Navy will approve all ?Contractor?s Orders? to facilitate contractor personnel access to all U. S. Government facilities that contractor will visit. Navy will provide a POC at each site visited for visit coordination, data collection assistance, base and building access passes and escort, as required. 3.4 Navy will provide access to telephone lines, a printer and briefing and office space for the conduct of VTCs. 3.5 All reports, briefing materials, work product, plans and other material will be prepared in contractor?s standard, commercial style format. 4.0 Travel The contractor shall conduct all travel and be reimbursed in accordance with FAR 31.205-46, Joint Federal Travel Regulations, and Joint Travel Regulations.
