- SET ASIDE: This acquisition is subject to a Cascading Set Aside. All potential offerors may submit a proposal for this acquisition. However, set-aside procedures will be used in evaluating offers for an award. Evaluation for award will be conducted in the following set-aside order: 1) Certified HUBZone Small Business Concerns, 2) Small Business Concerns, and 3) Large Business Concerns. In the event all pricing proposals received from HUBZone Contractors are more than 20 percent above the Government estimate, the Contracting Officer will evaluate them to see whether the prices offered are fair and reasonable. In the event that they are all considered outside the range of prices that are considered fair and reasonable, the Contracting Officer may evaluate offers received from Small Business Concerns. If a minimum of two competitive offers from eligible small business concerns are not received, any award from resulting from this combined solicitation and synopsis will be made based on full and open competition from all responsive and responsible business concerns submitting an offer. NAICS CODE: Is 115310, size standard is $6.0 million. SHRUB AND TREE PLANTING. The Colville National Forest has a requirement for planting of containerized and bare root seedlings and or other similar species as approved by the Contracting Officer. Bareroot conifer seedlings will be planted in the spring and containerized shrub species may be planted in the spring or fall. The work consists of planting approximately 5,000 to 20,000 Government furnished container seedlings on constructed cut and fill slopes or in riparian areas, and 5000 to 10,000 bare root seedlings in old obliterated road locations and meadows. Cut and fill slopes to be planted are located along the Flowery Trail Highway, Northeast Washington State, Pend Oreille and Stevens Counties, and along the Boulder/Deer Highway, Ferry County. The shrub species include Kinnikinnick, Oregon Grape, Snowberry, Rose Spirea, and other various species. The conifer species include Western White Pine, Englemann Spruce, Western Larch, Ponderosa Pine, and Lodgepole Pine. The Contractor shall furnish all labor, equipment, supervision, tools and transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specification and provisions of the contract. Migrant and Seasonal Agricultural Worker Protection Act registration and a Washington State Farm/Forest Labor License are required. The contract will be an Indefinite Quantity contract for a Base Year and Two Option Year periods. The Base Year contract period will run from date of the award through September 30, 2005. Each Option Year, if exercised, will run from October 1 through September 30 thereafter. Work will be assigned by the placement of Task Orders issued against the basic contract. The physical work period will be identified in individual Task Order. This project will be advertised as a written proposal. Estimated issue date of the solicitation is on or about March 24, 2005. Proposals closing date is on or about April 22, 2005. An electronic copy of the solicitation will be posted at this site on the issue date.
