Description

The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Polymers Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with MTS Systems Corporation of Spotsylvania, VA, for a quantity of one (1) each 22 Kip Materials Testing System; MTS Systems Series 810. The system shall be used by NIST to complete testing under an existing contract with the State Department. NIST began testing on their existing 22 Kip Materials Testing System. The testing demand has become greater than originally anticipated, and it is necessary to procure a second unit. In order to maintain compatibility between existing data and future data, it is necessary to procure the identical piece of equipment. MTS is the sole manufacturer and distributor of this equipment. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by March 25, 2005, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
