- This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Solicitation for the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Narragansett, RI to provide live and healthy quahog (Mercenaria mercenaria) seed by custom spawning Rhode Island ?white? (native, non-notata) adult quahogs, northern bay scallops (Argopecten irradians), and Eastern Oyster (Crassostrea virginica) eyed larvae, for the base period of April 1, 2005 through March 31, 2006 and four (4) 12 - month option periods. This constitutes the only Request For Proposal (RFP), written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFQ No. NFFK000-5-000130CMM. This RFP and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-27. The line item(s) will be delivered or picked up in accordance with the specifications listed below. The price shall include cost of delivery, if required, in accordance with FAR 52.247-34, F.O.B. Destination (Nov 1991). Date of delivery is stated in the specifications listed below. The FAR clauses incorporated into this acquisition shall be: 52.203-3 Gratuities (Apr. 1984), 52.204-4 Printed or Copied Double-Sided on Recycled Paper (August 2000), 52.211-8 Time of Delivery (Jun. 1997){Delivery date for option periods will be determined prior to exercising the option.}, 52.211-16 Variation in Quantity (Apr. 1984) {A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing. The permissible variation shall be limited to a 25% increase / 25% decrease. The Contracting Officer may exercise the option by written notice to the Contractor within 60 calendar days prior the expiration of the current performance period. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree.}, 52-217-7 Option for Increased Quantity ? Separately Priced Line Item (Mar. 1989){The Contracting Officer may exercise the option by written notice within 60 calendar days prior to the expiration of the current performance period. However, the Government is no obligated to exercise the option for the quantity specified. Provide sufficient information, and documentation that demonstrates the ability to meet or exceed the Government?s minimum requirement as specified herein. Delivery schedule. Ability to meet or exceed the Government?s delivery schedule. Past Performance. Provide list of contacts including phone numbers, of firms to whom the offeror has successfully provided services and supplies that are the same or equal to that described herein. Price. All factors other than price are equally important to one another. The proposed price will be evaluated but not scored. The price evaluation will determine whether the proposed price is realistic, complete and reasonable in relation to the solicitation requirements. Although price is the least important evaluation factor, it will not be ignored. The degree of importance of the proposed price will increase with the degree of equality of the proposals in relation to the other factors on which selection is to be based. Inspection and acceptance will be performed at the Rhode Island Department of Environmental Management (RIDEM) Coastal Fisheries Lab, 331 Succotash Road, Jerusalem, RI. 1352.252-70 Regulatory Notice (Mar 2000). 1352.215-70 Period of Performance (March 2000), the period of performance of this contract is from April 1, 2005 through March 31, 2006. If an option is exercised, the period of performance shall be extended through the end of that option period. The option periods that may be exercised are as follows: Option I, April 1, 2006 through March 31, 2007, Option II, April 1, 2007 through March 31, 2008, Option III, April 1, 2008 through March 31, 2009, Option IV, April 1, 2009 through March 31, 2010. The cover letter shall include the firms contact information including address, phone and fax numbers, and email address. 6) A page indicating the hatchery deliverables for this project including the amount of seed / larvae, size of seed/larvae, Shellfish Pathology Report stating ?Disease Free? seed / larvae prior to shipment into the state of Rhode Island. 7) Brief narrative detailing location where seed will be grown, and how seed will be held in nursery setting type prior to shipment. For larvae narrative should detail location where larvae will be grown, how larvae will be held, and verification that animals were fed a cultured algal diet up to the time of shipment. Prices shall include both unit price per 1000 and total price. The Government reserves the right to award on an item by item basis. This is not an ?all or none? requirement. Offerors are not required to submit a price on every line item. The Government may award to multiple offerors. The Government may request samples from the offerors in the competitive range prior to award. The Government will then determine that samples meet the minimum / maximum size requirements described herein. This is a firm fixed price solicitation. PRODUCT DESCRIPTION: The contractor shall provide one or more of the following: (1) 1,000,000 quahog seed; 2,000,000 eyed oyster larvae; (3) 10,000 northern bay scallop seed. The number of shellfish seed and /or larvae may vary in option years. The contractor shall provide the shellfish hatchery services per the minimum requirements shown herein to include disease testing, disease free certification, and delivery. In addition to the These items will be utilized by the National Marine Fisheries Services (NMFS) in collaboration with the Rhode Island Department of Environmental Management (RIDEM) for restoration purposes. At a minimum: GENERAL REQUIREMENTS: Line Item # 1 - Provide a total of 1 million live, healthy quahog (Mercenaria mercenaria) seed by custom spawning Rhode Island "white" (native, non-notata) adult quahogs. This amount is required for base year only, quantities may vary in option years. The Government will provide the contracted hatchery with requisite, disease-free brookstock. The quahog seed shall have a mean shell size of 15+mm (maximum length) at the time of delivery. The quahog seed shall be delivered to the RIDEM's Coastal Fisheries Lab, 331 Succotash Road, Jerusalem, Rhode Island on or before October 15, 2005. Line Item # 2 - Provide a total of 10,000 live, healthy, preferred natural shell color, northern bay scallops (Argopecten irradians), which are disease-free, and a shell size of 25+mm at the time of delivery. This amount is required for base year only quantities may vary in option years. The scallops must be delivered on or before July 1, 2005. Line Item # 3 - Provide a total of 2 + million, live healthy Eastern Oyster (Crassostrea virginica) eyed larvae. Offerors shall provide production of live, healthy eyed-larvae in option years only.
