Description
The Substance Abuse and Mental Health Services Administration, (DHHS), through the Program Support Center, intends to negotiate a sole-source award with the Partnership for a Drug-Free America, New York, NY. Purpose: The Substance Abuse and Mental Health Services Administration (SAMHSA) is the Federal agency within the U.S. Department of Health and Human Services (HHS) that educates the public about the societal benefits of addiction treatment and promotes the message that recovery from addiction in all its forms is possible. All activities and products produced and distributed by SAMHSA?s Center for Substance Abuse Treatment (CSAT) educate their intended audience about substance use disorders as a national public health problem affecting millions of people and the crucial role addiction treatment plays in reclaiming lives ravaged by alcoholism and drug addiction. Due to the trends seen, there is a need to expand consumer-related outreach to youth and at-risk youth (roughly 15-18 years of age) through such mechanisms as the Partnership for Drug Free America?s consumer-related interactive Web site, Check YourselfTM (www.checkyourself.com). The site reaches at-risk teens with a meaningful message, as well as needed information and resources. The site is intended to interrupt early-using teens? progression from dabbling to heavier use to dependency ? seeking significant reduction in regular, habitual use of drugs and alcohol among teens. The site includes messages to minority populations such as African American, Asian Pacific Islanders, Hispanic and American Indian populations. Through SAMHSA/CSAT?s work with the Partnership, special emphasis on the inclusion of co-occurring and co-existing disorders as well as cultural competency is going to be added to the site content and referral information. The Partnership for a Drug-Free America? (PDFA) is a non-profit coalition of professionals from the communications industry. Through its national drug-education advertising campaign and other forms of media communication, the Partnership exists to help kids and teens reject substance abuse by influencing attitudes through persuasive information. National research suggests that the Partnership's national advertising campaign - the largest public service campaign in the history of advertising - has played a contributing role in reducing overall drug use in America. Independent studies and expert interpretation of drug trends support its contributions. The New York Times has described the Partnership as "one of the most effective drug-education groups in the U.S." PDFA possesses the knowledge and established credibility within the advertising, marketing, communications and treatment industry that is needed to successfully launch a new national web site focusing on youth. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
