- MARKET SURVEY???REQUEST FOR INFORMATION (RFI) PROGRAM: AIR TRAFFIC ORGANIZATION-TRAINING SUPPORT FOR AIR TRAFFIC (TSAT) BACKGROUND: The Federal Aviation Administration (FAA) is planning to award a contract to provide managerial, supervisory, instructional, and administrative personnel required for continuous Air Traffic training and training related services in 54 facilities nationwide. The training related services are needed to achieve and maintain the required number of Certified Professional Controllers (CPC's). The FAA anticipates awarding a Performance Based Indefinite Delivery/Indefinite Quantity (IDIQ) contract, employing a fixed pricing arrangement per labor hour. The contract will have one base year with 4 option years. REQUEST: The FAA is requesting industry's recommendations regarding what performance based factors should be used for this requirement. To assist you with your response, the Statement of Work (SOW) of the current training contract is attached. The FAA does not anticipate major changes to the SOW when the competitive Screening Information Request (SIR) is released. The FAA anticipates release of the SIR in the third quarter of the current government fiscal year. The FAA will take industry recommendations under advisement. Any industry input in response to this RFI would not be treated as proprietary information. If any recommendations are accepted by the FAA, the TSAT requirement will not be issued or awarded on a single source basis. The FAA may not respond either in writing or verbally to any comment or suggestion/recommendation received. The final SOW/solicitation may provide evidence of FAA consideration of the comments or recommendations received. The FAA is also considering restricting this requirement to be a Small Business Set-Aside. In order to obtain the information necessary to aid the FAA in its determination as to whether adequate competition exists to set-aside the competition amongst eligible small businesses or socially and economically disadvantaged business that are certified by the SBA for participation in the SBA's 8(a) Program (8(a) certified) or whether it is more appropriate to conduct this procurement without restrictions. In order to make this determination the FAA requires the following information from interested SB or 8(a) vendors: 1. Capability Statement - This document should identify past performance references, dollar amount, type of effort conducted and your experience. 2. Expected programmatic approach (in-house, teaming, subcontracting, etc.) 3. If respondent is an eligible 8(a) certified business or other small business, the percentage of work that must be completed by the prime is 51%. 4. Completion of the attached Business Declaration form. If applicable, a copy of the interested vendors 8(a) Certification Form. This should include all necessary signatures and its expiration date. Additionally, in order to be eligible to compete, the SB or 8(a) Offeror must have as a minimum qualification requirement, the ability to cover payroll and other operating and administrative expenses to accommodate Government "in arrears" payments for work performed for a period up to sixty (60) days, ninety (90) days for large businesses. For historical informational purposes, the monthly cost incurred could range from $2,000,000.00 to $2,500,000.00, which will cover the aforementioned expenses. Small business or 8(a) will be able to invoice the FAA twice a month and large businesses once a month. The Government reserves the right to include additional minimum qualification requirements in the resultant SIR. All interested parties are advised that the FAA will not pay for any information or costs incurred that are associated with any response received from industry in response to this RFI announcement. Therefore, any costs associated with RFI submissions will be solely at the interested party's expense.
