Description
AFSSS S-band Radar Potential Sources Sought/Request for Information This is not a solicitation, but rather a Sources Sought/Request for Information for the Air Force Space Surveillance System (AFSSS) S-band Radar acquisition planning/market research phase issued per FAR 15.202, Advisory Multi-step Process. The United States Air Force, Electronic Systems Center (ESC), Combatant Commanders (COCOM) C2 Systems Group, is seeking responses from potential sources for a Risk Reduction effort relative to the Concept Studies Phase of the AFSSS S-band Radar program during the FY05 to FY07 time period. The follow-on system development, production, and fielding phases of AFSSS S-band Radar are expected to begin in FY08, with Initial Operational Capability (IOC) expected in the FY13-14 time frame. The AFSSS S-band Radar program provides a radar system operating in the S-band frequency range that will provide a modern architecture that is capable of detecting more (100,000 objects with S-band vs. 10,000 objects currently) and much smaller objects (approx. 5 cm in the future vs. 30 cm currently). The S-band system will operate with greater accuracy and timeliness to meet warfighter requirements for Space Situation Awareness (SSA). Firms who submit qualification packages in response to this notice should demonstrate detailed knowledge and experience in the following areas: (1) demonstrated experience developing large aperture electronically scanned array radars with 10,000 or more elements and a high radiated peak transmitted power in excess of 5 megawatts including design, development, production, installation, test, and planning for maintenance and sustainment; (2) demonstrated knowledge of and experience in the space surveillance mission for near-Earth and deep-space orbits, including Space Surveillance Network (SSN) sensor tasking, observation formation and verification, and SSN standardized observation and element set exchange paradigms; initial orbit determination, space catalog maintenance, elset and vector accuracy modeling, AFSPC astrodynamic standards, radar cross-section (RCS) determination and statistical modeling, and atmospheric and systematic error modeling and calibration as applied to metric observation accuracy; (3) working knowledge of SSA requirements and initiatives and how to meet them; (4) demonstrated experience in site construction capabilities for large aperture electronically scanned array radars in both CONUS and OCONUS locations; (5) demonstrated experience in radar systems engineering and integration in order to provide best value with low life cycle costs; (6) demonstrated ability to integrate data from multiple radar sites into a single composite output; and (7) demonstrated ability to provide necessary program management, planning and execution with timely insight to the Government. Interested firms should submit their written responses no later than April 1, 2005. Responses must be limited to no more than ten double-spaced, single sided pages, stating their qualifications for developing the AFSSS S-band Radar identified above, specifically stating capabilities or information/suggestions they have to offer relative to the AFSSS S-band potential acquisition. Firms who submit qualification packages in response to this notice are requested to identify prior contracts (by contract number and issuing office) and Government points of contact (preferably the buyer or contracting officer) where they have provided the same or similar types of effort. All small business and disadvantaged sources should identify themselves as such. Interested firms should submit their written responses to the contracting officer, Ms. Katherine S.
