- This announcement constitutes an official Sources Sought to obtain market capabilities for a future procurement at McGuire AFB. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the US Government to form a binding contract. Companies that respond will not be paid for the information submitted. 1. PURPOSE: The 305th Contracting Office, at McGuire AFB, NJ, is contemplating a Requirements Delivery Order type contract to Replace Domestic Water Mains with a substantial pipe bursting method for one base year and four one-year option periods. We are looking for HUBZone certified and/or Service Disabled Veteran businesses that can perform these services. The purpose of this Sources Sought is to obtain a listing of companies in these categories who can perform these services. 2. SCOPE OF TASK: Perform all work necessary to repair/upgrade by method of Pipe Bursting/Direct Excavation (trenching) sections of the Domestic Water Pipes. Pipe Bursting, a substantial portion of the requirement, method consists of patented licensed hydraulic puller equipment and pneumatic ram cutting heads to split and break old pipe while drawing in new welded-fused polyethylene pipe in it's place minimizing excavations and pavement restoration. 3.
