- Sources Sought Notice: The 354th Contracting Squadron at Eielson AFB, AK is conducting an 8(a) sourcing study. The purpose is to gain knowledge of qualified and interested 8(a) sources in Alaska with experience relative to NAICS Code 23. Those firms with five years Construction background, that utilizes a quality-experienced superintendent or project manager, and financially stable with a good credit rating are invited to review this synopsis in its entirety. The construction sector is comprised establishments primarily engaged in the construction of buildings or engineering projects (e.g., highways and utility systems). Construction work done may include new work, additions, alterations, or maintenance and repairs. Businesses primarily engaged in contracts that include responsibility for all aspects of individual construction projects are commonly known as general contractors, but also may be known as design-builders, construction managers, or turnkey contractors. Construction managers that provide oversight and scheduling only (i.e., agency) as well as construction managers that are responsible for the entire project (i.e., at risk) are included as general contractor type company. Establishments of the "general contractor type" frequently arrange construction of separate parts of their projects through subcontracts with other construction establishments. There are substantial differences in the types of equipment, work force skills, and other inputs required by establishments in this sector. To highlight these differences and variations in the underlying production functions, this sector is divided into three subsectors. Subsector 236, Construction of Buildings, comprises establishments of the general contractor type and operative builders involved in the construction of buildings. Subsector 237, Heavy and Civil Engineering Construction, comprises establishments involved in the construction of engineering projects. Subsector 238, Specialty Trade Contractors, comprises establishments engaged in specialty trade activities generally needed in the construction of all types of buildings. Construction services may be for Eielson AFB, Birch Lake, Blair Lakes, Yukon Training Range, Oklahoma Training Range, or Clear AS, Alaska. All contractors must be registered in the Centralized Contractor Registration (CCR) program in order to be considered for a contract award from any DOD activity. Contractors may access the Internet site at: http://www.ccr.gov to register and/or obtain information about the CCR program. Those companies whose offices are located in Alaska, are registered as an 8(a) Construction Small Business with the United States Small Business Administration office in Anchorage, and fit within the perimeters of this synopis are encouraged to submit their company?s information, to include capabilities, construction projects engaged in or completed during the last two years, and business information.
