Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Army Community Service (ACS), Family Advocacy Program (FAP), Fort Carson, Colorado is seeking proposals for a Parent Education & Support and Safety Education Coordinator. The Family Advoc acy Program mission is the prevention, identification, reporting, investigation and treatment of spouse and child abuse. Army Community Service FAP is a resource to provide prevention, education and awareness services on the installation. AR 608-18, The Army Family Advocacy Program, requires that specific prevention programs be available to service members and family members at all installations. Parent Education & Support and Safety Education and are two of the eight required prevention services. There are two target groups for safety education: the first is composed of parents, teachers, caregivers and all concerned adults in the community; the second target group is children who need programs and activities geared to their ability to understand and act on safety and exploitation issues. The Family Advocacy Program is mandated by Public Law, DoD Directive 6400.1, and AR 608-18, The Army Family Advocacy Program. Objectives of the program are: 1. To enhance the capabilities of parents to understand, nurt ure, communicate, and relate more effectively with their pre-school age children by offering classes such as Nurturing Baby, Nurturing 0-5 Program, and Infant Massage. 2. To provide programs to support parents of young children, reduce isolation, and enha nce outreach to young families through the following: Playgroup, Mothers Support Group, Family Life Skills classes for Family Readiness Groups and at FAP/ACS special events. 3. To utilize educational strategies that may include: Teaching and Leading Youn g Children, Helping the Angry Child, and Teaching the Spirited Child, and programs that may enhance parents and childrens self-esteem. 4. To help children/youth develop skills to protect themselves against child abuse and exploitation including child se xual abuse. To prevent child abuse and neglect by having programs and activities geared to childrens abilities to understand and act on safety and exploitation issues. 5. To utilize strategies that may include: Kids on the Block Puppet Troupe presentatio ns about various types of child abuse; educational and interactive activities to improve communication, decision-making and conflict resolution skills; and programs that may enhance self-esteem. 6. To provide classes to children/youth enrolled in Child/Y outh Service activities (six years and above) and in local on and off post schools. Contractor responsibilities include: Contractor will devote up to 4100 hours for the fiscal year (including evenings, early mornings and weekends) in delivering the below listed services. Contractor will be given a minimum of 3 days notice before services are required. Services will not be provided on federally designated holidays or installation designated training holidays. Contractor shall facilitate parenting and chi ld safety education programs for parents and children/youth. Contractor shall coordinate with the ACS Family Advocacy Program, New Parent Support Program, ACS Outreach Program, Social Work Service, and Child & Youth Services staffs in order to deliver des ired presentations. Contractor shall utilize materials provided by the ACS Family Advocacy Program such as Nurturing 0-5 Program, Nurturing 5-12 Program, Nurturing Baby, Nurturing PEACE, Teaching Infant Massage, Teaching and Leading Young Children, Childre ns Domestic Abuse Program, Dare To Be You, Baby Think It Over , Kids on the Block puppets/puppet show scripts, Peace, Harmony, Awareness audio tapes. Contract or shall work with ACS volunteers to provide programs/services. Contractor shall provide excellent customer service and furnish a customer service form to determine service use. Contractor shall compile monthly statistics of clients served for the FAP po rtion of the ACS Management Report and provide program information for weekly situation report. Feedback and evaluations from clients shall be furnished to the FAP manager at the conclusion of each program. Contractor will ensure the following FAP servic es are provided to soldiers and family members: 1. Nurturing 0-5 Parenting Programs  3-6 iterations per year of the twelve-week program (consisting of 3-hour weekly sessions). 2. Nurturing 5-12 Parenting Programs  3 iterations per year of the twelve-w eek program (consisting of 3-hour weekly sessions). 3. Baby Nurturing  weekly 1 ? hour classes for parents and their babies (0-15 months). 4. Playgroup  weekly 2-hour free play and child-centered activity group for parents and their pre-school childr en. 5. Infant Massage classes  weekly four-session (1 ? hour) classes to be offered every other month (i.e. 6 times per year). 6. Nurturing PEACE  3 iterations per year of twelve-week program (consisting of 3-hour weekly sessions) for parents and th eir children who have witnessed domestic violence. 7. Kids on the Block  puppet shows about child safety to be offered during year to elementary schools in districts 8, 3, 2 (plus additional districts upon request). 8. Contractor will maintain lesson p lans and class rosters of attendance/participation and will furnish to FAP Manager by 5th working day of month for input into the ACS Management Report and for ACS Accreditation Standards documentation. Participant numbers at beginning of each class will be furnished to FAP manager the following Monday for inclusion in the weekly situation report. 9. Contractor will ensure that evaluation forms are completed by participants at the conclusion of each class. A positive facilitator rating of 85% or higher wi ll be maintained. The services are to be performed at Fort Carson, Colorado and the surrounding community. Performance will normally occur during Army Community Services established hours of operation, 0730-1615, Monday-Friday. All information, training materials, publicity and records pertaining to the contracted service will be property of the U.S. Army. The United States Government will provide space in which to conduct parenting and child safety education programs, office supplies, commercial class A telephone access, office equipment to include desk, chair, use of computer, training equipment such as projectors and VCR, graphic support to prepare training aids and publicity, and copy reproduction services. Minimum qualifications include: 1. Earned a baccalaureate degree (BA, BS) from an accredited college or university majoring in sociology, psychology, counseling, education, human services, or other human resource field. 2. Have at least two years of experience teaching or working with adults and ch ildren/youth in a social service setting. 3. Have at least two years of experience providing educational/social services to clients in a military community or setting. 4. Have demonstrated knowledge of spouse and child abuse dynamics. Award shall be mad e only to contractors who have registered with the Central Contractor Registration at http://www.ccr.gov.
