Description
Delete the following sentence in the second paragraph of the Services Required Paragraph: The Board chairman shall serve as the primary point of contact and will be responsible for coordinating all the efforts of the Board members including mailings, travel, and financial and contractual issues. Replace with: At least one member of the Board shall be an employee of the Prime Consultant. That person shall be the primary point of contact with the Government for all contractual and financial issues. Regardless of the duties of the Board chairman, the Prime Consu ltant is entirely and solely responsible to the Government for the performance of the Board. The Board chairman will be responsible for coordinating all of the efforts of the Board members including mailings, travel and submittal requirements. Delete Response to Question number 2, Q: Should the offeror/prime consultant also be one of the Board members? Is this required or desired? R: Yes. The Board Chairman is the primary point of contact for coordinating all the efforts of the Board members including contractual issues. Since the Government has a contractual obligation only the Offeror (Prime Consultant or Joint Venture) the Boa rd Chairman must represent the Offeror/Prime Consultant. The Board Chairman must also have a contractual obligation with all subcontractors to ensure appropriate management of the Board. Replace with: R: Yes. At least one member of the Board shall be an employee of the Prime Consultant. Since the Government has a contractual obligation only the Offeror (Prime Consultant or Joint Venture) at least one member must represent the Offeror/Prime Consultan t and that person will be the primary point of contact for all contractual and financial issues. The Offeror/Prime Consultant must also comply with the requirements of FAR 52.219-14 requiring that at least 50 percent of the cost of contract performance (i nclusive of both direct and indirect costs) incurred for personnel shall be expended for employees of the concern.
