- By way of this notice, and in accordance with FAR 6.302-1, the Chicago District - U.S. Army Corps of Engineers announces its intention to award a sole source follow-on contract to Mr. Edmund J. Karwatka for Technical Consulting Services in support of our Little Calumet Construction Projects. Mr. Karwatka has fulfilled the necessary requirements of this service under a previously awarded contractual instrument, wherein, his intimate knowledge and technical expertise of civil works projects, specifical ly, the Little Calumet Project was instrumental in aiding in the successful award of several major Little Calumet contracts. Under Mr. Karwatkas previous contract, he conducted research, and performed technical and consulting engineering services for the Little Calumet construction projects. He was also charged with the technical review of the plans and specification bid sets. Mr. Karwatka has over 12+ years of civil works experience in the construction arena, which involved many years of extensive fiel d work at the Little Calumet project sites. With Mr. Karwatkas extensive knowledge base and background of the Little Calumet project sites, coupled with our constrained timeframes by which the projects must be awarded, it is crucial that the services be acquired by an individual who possesses the necessary extensive technical capabilities and expert knowledge of the Little Calumet projects, as Mr. Karwatka has. In that regard, this agency would satisfy its major milestones and expenditure levels for FY 05 . If this agency were to contract these services from another source, the new source would have to expend numerous months and dollars reviewing project data, technical reports, plans and specifications, and acquainting itself with the Little Calumet proje ct sites themselves. Since this agency is working under a constrained budget and schedule, full and open competitive and contracting methods would likely result in a substantial duplication of cost (reviewing technical data, etc.) and unacceptable delays in fulfilling our agencys requirements. To that end, Mr. Karwatka is the only available source who can provide the services in an efficient and cost effective manner so that the our ability to award contracts are not hampered by bringing a new agency on board to research and learn site specific information that Mr. Karwatka is already equipped with. The proposed contract performance period is for approximately 12 months, with an option of an additional 12 months. It is anticipated that the resultant con tract will be firm-fixed-price. This notice is NOT a Request for Proposals, therefore, NO solicitation documents will be issued. Award is anticipated on or about 29 April 2005. Responses to this Notice that are submitted by interested and responsible sou rces may be considered by this agency.
