Description
The U.S. Army Corps of Engineers, Galveston District has a requirement for the above subject. This is not a Solicitation Announcement and is not a Request for Proposal and does not obligate the Government to any contract award. The purpose of this sources sought synopsis is to determine interest and capability of potential qualified Certified 8(a), Small Disadvantage Business, Hubzone Small Business, Service Disabled Veteran-Owned Small Business, and Emerging Small Business firm s relative to the North American Industry Classification Code (NAICS) 237990. To make appropriate acquisitions for the above project, the Government, will use responses to this sources sought synopsis and possible future projects as determined to be in th e best interest of the Government. The order of magnitude for this effort is estimated to be under $100,000. Project Information: The contractor shall furnish all plant, labor and materials to remove, furnish and replace damaged timbers and hardware. The work to be performed is at one of the busiest marine locations in the country. In 2003, the Brazos River Fl oodgates passed 20,828 tows carrying 39,362,900 tons of cargo. The work will be conducted in a manner so as to obstruct navigation as little as possible. Traffic on the GIWW will be stopped for a maximum of 9 hours each day before the channel is opened u p to allow un-restricted flow of barge traffic. The failure to adhere to the shortest construction period could delay delivery of product to/from various major petroleum, chemical, and other refining facilities along the Texas coast that are served by cha nnels connecting to this critical waterway artery. Responses must be received no later than 2:00 p.m. Central Standard Time, on March 28, 2005. The following information is requested: 1. Name of firm w/address, phone, fax, e-mail address, and point of contact. 2. State if your company is an 8(a), Small Disadvantage Business, Hubzone Small Business, Service-Disabled Veteran-Owned Small Business, or Emerging Small Business. 3. State whether your firm can provide an Irrevocable Letter of Credit or a Payment Bond (100% of the contract amount). 4. Please indicate whether your firm will submit a bid for this project, if this project is set-aside for 8(a), Small Disadvantage Business, Hubzone Small Business, Service-Disabled Veteran-Owned Small Business, or Emerging Small Business. 5. Qualifications: Responses to this sources sought synopsis shall indicate specialized experience and technical competence in: (a) Experience in replacing damaged timbers and hardware to guidewalls. (b) Equipment (tug and barges). The evaluation will c onsider overall experience. Provide documentation for your firm on past similar efforts as a prime contractor. 6. Submission Requirements: Firms submitting responses shall present their information in a matrix format showing contracts they have performed. The matrix shall show the most recent five projects that prove you can meet each qualification criteria liste d above, with contract number, project location, description of work requirements, contact and phone number for each effort, etc. Firms should also indicate all applicable personnel and sub-contractors proposed to work on the contract. Proof of the Small Business Administration (SBA) registration 8(a) and Hubzone shall be provided with this response. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement.
