This solicitation will be available at http://ideasec.nbc.gov on or about April 18, 2005, with a receipt of proposals date of approximately 30 days following issuance. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Description: Expanded Trolley Service, Adams National Historical Park, Solicitation Number N1710050139. The National Park Service, Northeast Regional Office, has a requirement for trolley services connecting the Adams National Historical Park (NHP) to various sites in the City of Quincy, Massachusetts. The NAICS code for this project is 485113, with a small business size standard of $6.0 million. The Service Contract Act applies. Offerors shall submit 1) a technical proposal detailing equipment provided and salient characteristics, past history of similar contracts, and other relevant qualifications; 2) a cost proposal that details all associated costs, including but not limited to: personnel and associated labor costs; indirect costs; document preparation and production costs; administrative costs; as well as a breakdown of profit and overhead. The contract will include the following options: Option 1: Additional year of service Option 2: Special Events Charter Rate (per hour/full day) Option 3: Additional shuttle Option 4: Expanded hours (8:30 am - 6:00 pm) The contractor will also provide a daily rate for each of these options for use in potentially lengthening or shortening the trolley operation season via contract modification. The Government reserves the right to exercise these options at any point during contract performance, subject to the Availability of Funds. The significant evaluation factors, in descending order of importance. to be used in scoring the proposals are: (1) Price; (2) Ability of offeror to handle varying levels of ridership through vehicle capacity or more frequent service; (3) Proven ability of offeror to maintain a safe, professional, efficient, and responsive shuttle service in high-traffic environments; (4) Design and styling of vehicle to enhance the shuttle's connection to historic Quincy and the Adams National Historical Park, and make the route more attractive and visible to a broad array of tourist ridership. The Government intends to award a contract to the responsible offeror whose proposal represents the best value after evaluation in accordance with the above factors. The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. This procurement is a Request for Proposals (RFP) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. The National Park Service anticipates entering into a firm-fixed price service contract as a result of this solicitation. All responsible business sources may submit a proposal, which if submitted in a timely manner, will be considered. When searching for this solicitation, vendors are asked to register their company with the electronic commerce website. Be prepared with your company's DUNS number, which is available from Dun and Bradstreet at 1-888-546-0024, and your Federal Tax Identification Number (TIN). All vendors should pre-register by logging onto the Internet at http://ccr.gov. Firms must be registered at CCR in order to be considered for award. All relevant solicitation documents may be accessed for download from the Government-wide Electronic Posting System website (Fedbizopps) at http://www.eps.gov. Search by referencing the solicitation number (above), Department of the Interior, National Park Service. The Department of Interior's (DOI) National Business Center (NBC) website is http://ideasec.nbc.gov. Any amendments issued to the solicitation will be posted solely on that website. Prospective offerors are responsible for checking the website for amendments up to the date and time for receipt of proposals. Prospective offerors who have questions must submit them in writing to the Contracting Officer to the address listed below, or fax to (617) 223-5208. The Government is not responsible for any inability of the firm to access the posted documents. The office will not maintain an offeror's mailing list. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of same. It is the responsibility of all interested contractors to acknowledge ALL amendments to the solicitation. All responsible sources may submit a proposal, which shall be considered by the Agency. Submittals of four (4) copies of each technical proposal and cost proposal shall be addressed to Contracting Officer, National Park Service, 15 State Street, Seventh Floor, Boston, Massachusetts 02109-3572.
