Description
NAICS Code: 514191 This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulations (FAR) Part 12: Acquisition of Commercial Items, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. This request for quotation (RFQ), number RFQ-DC-05-00149 is for the procurement of an electronic subscription to provide Agency users with desktop access to the InsideEPA.com. It will provide approximately 18,000 connected EPA staff an easier, broader, and faster searching and browsing of available information, including journals via four umbrella EPA Internet Protocol (IP) addresses that provide access to everyone. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE, INSIDE WASHINGTON PUBLISHERS, PO BOX 7167, WASHINGTON DC, 20044 CAPABLE OF SATISFYING THE REQUIREMENT DESCRIBED HEREIN AND INTENDS TO NEGOTIATE AN AWARD ON A SOLE-SOURCE BASIS. The NAICS Code is 516110 with a Size Standard of 500 employees. The following items are being purchased from Inside Washington Publishers: a 12-month subscription for the Environmental Protection Agency for a one year site-license for U.S. EPA-wide access (all U.S. EPA employees, all locations), includes Inside EPA Weekly Report, Clean Air Report, water Policy report, Superfund Report, Environmental Policy Alert, Risk Policy Report, InsideEPA.com TODAY, InsideEPA.com EXTRA, Daily news alerts, breaking news alerts, and issue notification, and Special sections on Energy Policy and Homeland Security. Solicitation documents, provisions and clauses herein are those in effect through Federal Acquisition Circular 14 (6/23/03). The provision at FAR 52.212-1, Instruction to Offerors-Commercial Items (OCT 2000), and the clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2002), applies to this acquisition. Offerors shall submit a Certifications-Commercial Items (JUN 2003) with their offer. The clause at FAR 52.212-5, Contract Terms and Conditions Require to Implement Statutes or Executive Orders-Commercial Items (JUN 2003), applies to this acquisition This notice is not a request for competitive proposals. Firms having the ability to provide the items as stated above, shall provide clear and comprehensive information supporting its claim, inclusive of references listing contact person(s) and phone number(s); technical literature; GSA schedule, if applicable; and pricing. A determination by the Government not to compete this proposed contract based upon responses to this notice is considered solely for the purposes of determining whether to conduct a competitive procurement.
