Description
NAICS Code: 423490 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number ORD05077 is issued as a Request for Quotation. This solicitation is processed using full and open competition. Technical specifications-Critical factors Two optical remote sensing systems are required for above-water and in situ measurements of ocean color using hyperspectral optical sensors. The first system shall be specially designed to operate as a free fall profiling device or in conjunction with a detachable float for near-surface measurements. The second system shall be designed to be mounted in an aircraft. Each system shall consist of 133-channel radiance and irradiance sensors covering 350-800 nm which can be mounted in an aircraft or moored buoy system to provide viewing of the surface and sky simultaneously. The systems will each consist of three sensors: two radiance sensors and one irradiance sensor. One radiance sensor is pointed to the ocean to measure the sea surface signal; the other is pointed to the sky to provide information necessary for surface glint correction of the data collected by the first sensor. The irradiance sensor is used to monitor the downwelling light field and is required for computing remote sensing reflectance. The systems shall follow these specifications: 133 channel spectrometer, 350-800nm spectral range, Sensors shall contain a millisecond timer so that extremely accurate correlation between sensors is possible during processing. Each hyperspectral sensor shall be fully characterized with accurate and fully documented specifications including cosine response and immersion coefficients for irradiance. Automated adaptive gain control, Real time shutter dark correction, 9- 18 vdc or 18-72 vdc operation, Full digital output, RS-232, RS-422, SATNet, Power consumption: 4 w, Optical above water deployment frame, Required cables, Tilt / heading sensor, GPS unit for precision georeferencing and time tagging, Corrosion proof housing, Data analysis software shall be provided o automatically post processed data and derive optical parameter such as Photosynthetically Available Radiation, remote sensing reflectance, and attenuation. This software shall allow for batch mode processing to enable the researcher to do all their processing at one time. Data acquisition software shall be provided for real time data logging and display Software shall be compatible with Microsoft Windows 95 - 98, ME, NT, XP, 2000 platforms. All Equipment shall be fully calibrated prior to shipping. Equipment shall be provided with a one-year factory warranty on all parts and labor. The FOB point is destination. Quoted price shall include all shipping and handling, taxes and any other associated fees or cost. The shipping destination is: U.S. EPA, 27 Tarzwell Drive, Narragansett, RI 02882. One fixed-price order will be issued around 5 APRIL, 2005. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1)Technical acceptability of the item offered to meet the Government's requirement and (2) price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
