Description
NASA/GSFC has a requirement for support of the Polar Operational Environmental Satellites (POES) Project in support of POES MetOp satellites. NASA provides the management of the POES spacecraft under an agreement with the National Oceanic and Atmospheric Administration (NOAA). NOAA has a memorandum of understanding (MOU) with the European Organization for the Exploitation of Meteorological Satellites(EUMETSAT) for support to the Meteorological Operational Satellites (MetOp) Program. NASA's contribution to the partnership includes managing the procurement, manufacturing, and delivery of the POES and MetOp instruments, and integration of all instruments, including the Space Environment Monitor-2 (SEM-2) (made up of three boxes; Data Processing Unit (DPU), Medium Energy Proton and Electron Detector (MEPED), and Total Energy Detector (TED) onto the spacecraft. As the lead partner NASA has overall responsibility for planning and ensuring program success. NASA/GSFC intends to award a CPFF contract on a sole source basis to Assurance Technology Corporation (ATC). The purpose of this support contract is to provide engineering and scientific expertise, continuity of skills, demonstrated capability for instrument calibration, maintenance and updating of ground support equipment, and science data evaluation for the SEM-2 instrument for the POES N and N Prime Satellites. ATC is uniquely qualified to perform this requirement because ATC personnel designed, built, and tested the SEM-2 instruments. Their unique understanding of the instruments and capability to effectively address potential issues involving the long term storage and post-storage testing of the instruments is essential to the completion of the POES and MetOp Projects. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 8, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
