Description
PRE-SOLICITATION NOTICE SOLICITATION: FA8104-05-R-0007 REPAIR F118 1ST STAGE FAN BLADES. THIS SYNOPSIS IS MODIFIED TO ADD THE FOLLOWING NOTES: NOTE 8, NOTE 22, AND NOTE 26. NOTE 23 IS REMOVED FROM THIS SYNOPSIS. THIS MODIFICATION IS TO REMOVE QUALIFICATION REQUIREMENTS FROM THIS SYNOPSIS. THE GOVERNMENT HAS NOT ESTABLISHED QUALIFICATION REQUIREMENTS FOR THIS REPAIR. A fixed price Service Contract Act noncommercial requirements contract for one basic year and one option year is contemplated. Item 0001: Repair F118 1st Stage Fan Blades High Velocity Oxi-Fuel (HVOF) Thermal Spray Coating. Input/Output NSN 2840-01-365-5024JU, P/N: 1359M81P03 and/or NSN 2840-01-474-2341JU, P/N: 1359M81P04. Item 0002: Production Lab Results Report to be shipped with each part. Item 0003: Depot Maintenance Production Report (AFMC Form 413). Item 0004: Receipt of Repairable Report. Item 0005: Material Review Board (MRB) Report. Item 0006: Deficiency Investigation Report. Applicable to: F118-GE-100 engines. Destn: Tinker Air Force Base OK 73145-3032. Delivery: Item 0001: 24 each per month starting 30 days ARO and receipt of repairable assets. Item 0002: IAW CDRL A002. Item 0003: IAW CDRL 1423A003. Item 0004: IAW CDRL 1423A004. Item 0005: IAW CDRL 1423A005. Item 0006: IAW CDRL 1423A006. Item Description: The 1st Stage Fan Blade draws air into the F118-GE-100 engine and starts the compressor action leading up to combustion of air/fuel mixture. Size/Dimensions: 12.7 inches long, 6.6 inches wide, 2.7 inches high. Material: Ti6-4, Titanium Alloy. For additional information contact Billie Kindschuh/LPKPA/(405) 734-8094. Qualification requirements: Sources must be qualified prior to being considered for award. These qualification requirements apply to line item(s) 0001. The approximate solicitation issue date is 12 OCT 2004 and the estimated solicitation response date will be 12 NOV 2004. The anticipated award date will be 17 DEC 2004. Electronic procedures will be used for this solicitation through FedBizOps at http://www.eps.gov/. Approved Sources are General Electric Engine Services, Cincinnati OH 45215-1988 and Aviation Product Support, Mentor, OH. All responsible sources may submit a bid, proposal, or quotation that shall be considered. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
