- AMENDMENT to FBO notice posted March 7, 2005. The NAICS Code has been changed to 519190. CDC, NIOSH, National Personal Protective Technology Branch intends to negotiate on a sole source basis with the Wheeling Jesuit University, National Technology Transfer Center (NTTC) in Wheeling WV, to conduct a study to improve the current self-contained self-rescuer (SCRC) system. The project includes surveying literature on advanced efficient technologies for the development of an advanced SCSR system, conducting workshops/meetings with stakeholders/technology developers to discuss SCSR user needs, and analyzing various efficient technologies and selecting appropriate technologies for improving the SCSR system. The new system must be small and light weight, provide optimum oxygen generation and carbon dioxide scrubbing, and have a long shelf-life that can be monitored. The ultimate goal is the creation of a commercial product that supersedes the current capabilities of the state-of-the-art SCSR technology. The Wheeling Jesuit University, NTTC is considered uniquely qualified because they possess experience in the identification, assessment, and commercialization of marketable research and technologies, and are uniquely positioned to assess relevant technologies, identify partners and facilitate partnerships that will provide all of the expertise necessary to successfully complete the project. We know of no other vendors with this combination of capabilities. The complete scope of work with the specific tasks to be performed is available upon request. The period of performance is for nine months; payment schedule to be determined and set up with vendor at time of award. This is not a request for quotation and no solicitation is available. Organization that believe they can provide the required services are encouraged to identify themselves and give written capabilities to the Contracting Officer no later than March 29, 2005. Note the following minimum vendor qualifications are considered necessary to meet the goals of this project: 1) Knowledge in SCSR technologies and expertise in collecting and analyzing information on advanced/efficient technologies for SCSR systems. Literature collection from various databases to design an advanced/improved SCSR; 2) Demonstrated capability to conduct workshops with stakeholders and technology experts and identify potential partners for this project; 3) Experience in technology development, application, and transfer between government and private agencies; 4) Previous experience with NASA, and MSHA in technology development and transfer activities; and 5) Previous experience in working with the mining industry to identify technology needs and potential solutions. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
